Book excerpt: Excerpt from Constitutional History of England Since the Accession of George Third, Vol. 1 of 2: 1760-1860 IT is the design of this history to trace the progress and development of the British Constitution, during a period of one hundred years; and to illustrate every material change, whether of legislation, custom, or policy, by which institutions have been improved, and abuses in the government corrected. The accession of George III. Presents no natural boundary in constitutional history: but former reigns have already been embraced in the able survey of Mr. Hallam and frequent allusions are here made to events of an earlier period, connected with the inqui ries of the present work. Book excerpt: Excerpt from The Constitutional History of England: From 1760 to 1860 Mr. Hallam's "Constitutional History" closes, as is well known, with the death of George II. The Reformation, the great Rebellion, and the Revolution, all of which are embraced in the period of which it treats, are events of such surpassing importance, and such all-pervading and lasting influence, that no subsequent transactions can ever attract entirely equal attention. Yet the century which has elapsed since the accession of George III. has also witnessed occurrences not only full of exciting interest at the moment, but calculated to affect the policy of the kingdom and the condition of the people, for all future time, in a degree only second to the Revolution itself. Indeed, the change in some leading features and principles of the constitution wrought by the Reform Bill of 1832, exceeds any that were enacted by the Bill of Rights or the Act of Settlement. The only absolutely new principle introduced in 1688 was that establishment of Protestant ascendency which was contained in the clause which disabled any Roman Catholic from wearing the crown. In other respects, those great statutes were not so much the introduction of new principles, as a recognition of privileges of the people which had been long established, but which, in too many instances, had been disregarded and violated. Book excerpt: Excerpt from The Constitutional History of England Since the Accession of George the Third, 1760-1860, Vol. 2 of 3 We have traced, in the last chapter, the changes which were successively introduced into the constitution of the House of Commons, - the efforts made to reduce the influence of the crown, the ministers, and the aristocracy over its members, - to restrain corruption, and encourage an honest and independent discharge of its duties to the public. We have now to regard Parliament, - and mainly the House of Commons, - under another aspect: to observe how it has wielded the great powers entrusted to it, - in what manner it has respected the prerogatives of the crown, the authority of the law, and other jurisdictions, - and how far it has acknowledged its own responsibilities to the people. Throughout its history, the House of Commons has had struggles with the crown, the House of Lords, the courts of law, the press, and the people.
