Available in PDF, EPUB and Kindle. Book excerpt: The US Constitution never established a presidential cabinet—the delegates to the Constitutional Convention explicitly rejected the idea. So how did George Washington create one of the most powerful bodies in the federal government? On November 26, 1791, George Washington convened his department secretaries—Alexander Hamilton, Thomas Jefferson, Henry Knox, and Edmund Randolph—for the first cabinet meeting. Why did he wait two and a half years into his presidency to call his cabinet? Because the US Constitution did not create or provide for such a body. Washington was on his own. Faced with diplomatic crises, domestic insurrections, and constitutional challenges—and finding congressional help lacking—Washington decided he needed a group of advisors he could turn to. He modeled his new cabinet on the councils of war he had led as commander of the Continental Army. In the early days, the cabinet served at the president’s pleasure. Washington tinkered with its structure throughout his administration, at times calling regular meetings, at other times preferring written advice and individual discussions. Lindsay M. Chervinsky reveals the far-reaching consequences of Washington’s choice. The tensions in the cabinet between Hamilton and Jefferson heightened partisanship and contributed to the development of the first party system. And as Washington faced an increasingly recalcitrant Congress, he came to treat the cabinet as a private advisory body to summon as needed, greatly expanding the role of the president and the executive branch.

Book excerpt: American Government 3e aligns with the topics and objectives of many government courses. Faculty involved in the project have endeavored to make government workings, issues, debates, and impacts meaningful and memorable to students while maintaining the conceptual coverage and rigor inherent in the subject. With this objective in mind, the content of this textbook has been developed and arranged to provide a logical progression from the fundamental principles of institutional design at the founding, to avenues of political participation, to thorough coverage of the political structures that constitute American government. The book builds upon what students have already learned and emphasizes connections between topics as well as between theory and applications. The goal of each section is to enable students not just to recognize concepts, but to work with them in ways that will be useful in later courses, future careers, and as engaged citizens.

He has served under four presidents from both parties, beginning in Ronald Reagan's State Department becoming America's first Counter-terrorism Czar under Bill Clinton and remaining for the first two years of George W. Bush's administration. He has seen every piece of intelligence on Al-Qaeda from the beginning; he was in the Situation Room on September 11th and he knows exactly what has taken place under the United State's new Department of Homeland Security. Through gripping, thriller-like scenes, he tells the full story for the first time and explains what the Bush Administration are doing.

Wilson Memorial Prize “Cogent, lucid, and concise...An indispensable guide to the creation of the cabinet...Groundbreaking...we can now have a much greater appreciation of this essential American institution, one of the major legacies of George Washington’s enlightened statecraft.” —Ron Chernow On November 26, 1791, George Washington convened his department secretaries—Alexander Hamilton, Thomas Jefferson, Henry Knox, and Edmund Randolph—for the first cabinet meeting. Why did he wait two and a half years into his presidency to call his cabinet? Because the US Constitution did not create or provide for such a body. Faced with diplomatic crises, domestic insurrection, and constitutional challenges—and finding congressional help distinctly lacking—he decided he needed a group of advisors he could turn to for guidance. Authoritative and compulsively readable, The Cabinet reveals the far-reaching consequences of this decision. To Washington’s dismay, the tensions between Hamilton and Jefferson sharpened partisan divides, contributing to the development of the first party system. As he faced an increasingly recalcitrant Congress, he came to treat the cabinet as a private advisory body, greatly expanding the role of the executive branch and indelibly transforming the presidency. “Important and illuminating...an original angle of vision on the foundations and development of something we all take for granted.” —Jon Meacham “Fantastic...A compelling story.” —New Criterion “Helps us understand pivotal moments in the 1790s and the creation of an independent, effective executive.” —Wall Street Journal
