Book excerpt: In this intriguing study, Michael Heazle examines how International Whaling Commission (IWC) policy dramatically shifted from furthering the interests of whaling nations to eventually banning all commercial whaling. Focusing on the internal workings of a single organization, Heazle explores the impact of political and economic imperatives on the production and interpretation of scientific research and advice. Central to his work are the epistemological problems encountered in the production of truth. Science does not produce incontestable facts that can be expected to lead to consensus decisions; rather, the problematic nature of knowledge itself allows for various interpretations of data depending on the interests of those at the table. It is precisely the nature of scientific knowledge, Heazle argues, that has made uncertainty a tool in service of political objectives. When scientific advice to whaling nations could not with absolute certainty declare whaling practices a threat to stocks, those IWC members with substantial investments of political and economic capital used this uncertainty to reject a reduction in quotas. As perceptions of whaling changed - with the collapse of Antarctic whaling stocks, further diminishing economic returns, and public opinion turning against commercial whaling -- uncertainty switched sides. Nonwhaling members in the IWC, a majority by the late 1970s, claimed that because scientific data could not prove that commercial whaling was sustainable, hunting should stop. Uncertainty was used to protect the resource rather than the industry. That science cannot be an impartial determinant in policy-making decisions does not render it useless. But Heazles analysis does suggest that without understanding the role of scientific uncertainty - and the political purposes for which it is used - international cooperation on wildlife management and broader issues will continue to become bogged down in arguments over whose science is correct.

Available in PDF, EPUB and Kindle. Book excerpt: The development of international wildlife law has been one of the most significant exercises in international law-making during the last fifty years. This second edition of Lyster's International Wildlife Law coincides with both the UN Year of Biological Diversity and the twenty-fifth anniversary of Simon Lyster's first edition. The risk of wildlife depletion and species extinction has become even greater since the 1980s. This new edition provides a clear and authoritative analysis of the key treaties which regulate the conservation of wildlife and habitat protection, and of the mechanisms available to make them work. The original text has also been significantly expanded to include analysis of the philosophical and welfare considerations underpinning wildlife protection, the cross-cutting themes of wildlife and trade, and the impact of climate change and other anthropogenic interferences with species and habitat. Lyster's International Wildlife Law is an indispensable reference work for scholars, practitioners and policy-makers alike.

Available in PDF, EPUB and Kindle. Book excerpt: Uncertainty in Policy Making explores how uncertainty is interpreted and used by policy makers, experts and politicians. It argues that conventional notions of rational, evidence-based policy making - hailed by governments and organisations across the world as the only way to make good policy - is an impossible aim in highly complex and uncertain environments; the blind pursuit of such a 'rational' goal is in fact irrational in a world of competing values and interests. The book centres around two high-profile and important case studies: the Iraq war and climate change policy in the US, UK and Australia. Based on three years' research, including interviews with experts such as Hans Blix, Paul Pillar, and Brian Jones, these two case studies show that the treatment of uncertainty issues in specialist advice is largely determined by how well the advice fits with or contradicts the policy goals and orientation of the policy elite. Instead of allowing the debates to be side-tracked by arguments over whose science or expert advice is 'more right', we must accept that uncertainty in complex issues is unavoidable and recognise the values and interests that lie at the heart of the issues. The book offers a 'hedging' approach which will enable policy makers to manage rather than eliminate uncertainty.

Book excerpt: Despite myriad global forces influencing the lives of individuals, societies, and polities, people continue to value their personal and communal independence. They insist on shaping the conditions of their existence to the fullest extent possible. At the same time, many formal and informal institutions from transnational legal and financial regimes to new governance arrangements for aboriginal communities in environmentally sensitive regions are evolving, adapting to meet new challenges, or failing to adjust rapidly enough. Global Ordering examines the key institutions and organizations that mediate the ever-more complex relationship between globalization and autonomy. Bringing together an outstanding group of scholars, this ground-breaking book contributes significantly to the work of re-imagining the circumstances under which integrative systemic forces can be brought into alignment with irreducible commitments to individual and collective autonomy. It is an important work that maps the new frontier of globalization studies.

Book excerpt: Consistent evaluation and new recommendations for action are required of protective measures to address threats that were unrecognized or non-existent until recently. Global warming, noise pollution and reduced availability of prey are now of great concern. The all too familiar threats of accidental killing in fishing gear and exposure to toxic chemicals remain almost intractable. This Action Plan reviews threats and offers possible solutions. It also contains a thorough review of the status of species and a list of 57 recommended research projects and education initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: Voters expect their elected representatives to pursue good policy and presume this will be securely founded on the best available knowledge. Yet when representatives emphasize their reliance on expert knowledge, they seem to defer to people whose authority derives, not politically from the sovereign people, but from the presumed objective status of their disciplinary bases. This book examines the tensions between political authority and expert authority in the formation of public policy in liberal democracies. It aims to illustrate and better understand the nature of these tensions rather than to argue specific ways of resolving them. The various chapters explore the complexity of interaction between the two forms of authority in different policy domains in order to identify both common elements and differences. The policy domains covered include: climate geoengineering discourses; environmental health; biotechnology; nuclear power; whaling; economic management; and the use of force. This volume will appeal to researchers and to convenors of post-graduate courses in the fields of policy studies, foreign policy decision-making, political science, environmental studies, democratic system studies, and science policy studies.

Book excerpt: "Whaling Diplomacy is the only book that addresses all of the substantive issues relating to the conservation of whales through the International Whaling Commission (IWC). It covers the law, policy, science and philosophy at the heart of each element of the debate, discussing how it has developed, the current problems that beset it and what is necessary for the future. Together, all of the issues involved in whaling form a single crucible through which the future of conservation in international environmental law is being debated." "Students of law, politics, environmental economics and philosophy will find this book of great value for its cutting-edge relevance over the three disciplines. Policymakers will also find it of interest for the insight into one of the most controversial conservation debates of our time."--BOOK JACKET.
