Book excerpt: CRA at 40: Views on the Present and Future of Community Reinvestment celebrates the 40th anniversary of the Community Reinvestment Act through stories of community development, from the perspective of those working on our communities, who bring their knowledge and passion to bear every day in confronting the most critical problems facing communities in need. While many of the other works on this subject focus on policy and academic research, this is a book about real-world experiences told in plain language by those who live them. As we pause to reflect on the 40th anniversary of CRA's enactment, their stories and insights provide a lens for us to see CRA t work, ideas for its future and most importantly, what it means in people's lives. The book is divided into two sections: "Where We Are" and "Where We're Going." Each section features essays from a wide range of professionals, including bankers, consultants, developers, entrepreneurs, nonprofits and policymakers. Their essays incorporate personal stories, observations, facts, statistics, insights and opinions. Individually, each easy provides a snapshot of a particular issue or strategy; collectively, they tell the story of where CRA is today and where it's going into the future. The first section dives into the current landscape of community development, highlighting the core issues that CRA seeks to address and the impact and challenges of today's most common strategies and practices. From stories of a child's first encounter with poverty to critical assessments of our current practices and regulations, these essays offer an honest, unflinching assessment of where CRA work stands, and what it will need in order to move into the future. The second half of the book includes essays which look toward that future and put the spotlight on emerging social issues as well as ideas to modernize aspects of the CRA itself and meet community needs through innovative solutions. Collectively, the essays in this section - on topics ranging from the future of affordable housing to flexible credit practices to new, technology-driven modes of giving - make the case for broadening the reach of CRA activities, in terms of what qualifies, who must comply and how much support is provided. They also make the case for a more progressive approach to community development - one that incorporates manufactured housing, overall community health, technology and improved collaboration among all community stakeholders.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on Chicago's West Side, After Redlining illuminates how urban activists were able to change banks’ behavior to support investment in communities that they had once abandoned. American banks, to their eternal discredit, long played a key role in disenfranchising nonwhite urbanites and, through redlining, blighting the very city neighborhoods that needed the most investment. Banks long showed little compunction in aiding and abetting blockbusting, discrimination, and outright theft from nonwhites. They denied funds to entire neighborhoods or actively exploited them, to the benefit of suburban whites—an economic white flight to sharpen the pain caused by the demographic one. And yet, the dynamic between banks and urban communities was not static, and positive urban development, supported by banks, became possible. In After Redlining, Rebecca K. Marchiel illuminates how, exactly, urban activists were able to change some banks’ behavior to support investment in communities that they had once abandoned. The leading activists arose in an area hit hard by banks’ discriminatory actions and politics: Chicago’s West Side. A multiracial coalition of low- and moderate-income city residents, this Saul Alinsky–inspired group championed urban reinvestment. And amazingly, it worked: their efforts inspired national action, culminating in the federal Home Mortgage Disclosure Act and the Community Reinvestment Act. ? While the battle for urban equity goes on, After Redlining provides a blueprint of hope.

Book excerpt: Investing to promote agricultural growth and poverty reduction is a central pillar of the World Bank's current rural strategy, 'Reaching the Rural Poor' (2003). This 'Sourcebook' addresses how to implement the rural strategy, by sharing information on investment options and identifying innovative approaches that will aid the design of future lending programs for agriculture. It provides generic good practices and many examples that demonstrate investment in agriculture can provide rewarding and sustainable returns to development efforts. It is divided into eleven self-contained modules. Each module contains three different types of subunits that can also be stand-alone documents: I. Module Overview II. Agricultural Investment Notes III. Innovative Activity Profiles. The stand-alone nature of the subunits allows flexibility and adaptability of the material. Selected readings and web links are also provided for readers who seek more in-depth information. The 'Sourcebook' draws on a wide range of experiences from donor agencies, governments, institutions, and other groups active in agricultural development. It is an invaluable reference tool for policy makers, professionals, academics and students, and anyone with an interest in agricultural investments.
