Book excerpt: For years, the so-called better-war school of thought has argued that the United States built a legitimate and viable non-Communist state in South Vietnam in the latter years of the Vietnam War and that it was only the military abandonment of this state that brought down the Republic of Vietnam. But Andrew J. Gawthorpe, through a detailed and incisive analysis, shows that, in fact, the United States failed in its efforts at nation building and had not established a durable state in South Vietnam. Drawing on newly opened archival collections and previously unexamined oral histories with dozens of U.S. military officers and government officials, To Build as Well as Destroy demonstrates that the United States never came close to achieving victory in the late 1960s and early 1970s. Gawthorpe tells a story of policy aspirations and practical failures that stretches from Washington, D.C., to the Vietnamese villages in which the United States implemented its nationbuilding strategy through the Office of Civil Operations and Revolutionary Development Support known as CORDS. Structural factors that could not have been overcome by the further application of military power thwarted U.S. efforts to build a viable set of non-Communist political, economic, and social institutions in South Vietnam. To Build as Well as Destroy provides the most comprehensive account yet of the largest and best-resourced nation-building program in U.S. history. Gawthorpe's analysis helps contemporary policy makers, diplomats, and military officers understand the reasons for this failure. At a moment in time when American strategists are grappling with military and political challenges in Afghanistan, Iraq, and Syria, revisiting the historical lessons of Vietnam is a worthy endeavor.

Available in PDF, EPUB and Kindle. Book excerpt: The study seeks to achieve three major goals. First, it attempts to describe the infrastructure of the Communist-dominated insurgency in South Vietnam which evolved during the period 1954-1965. Second, in the light of the organizational composition of that movement, it analyzes the strategy pursued by the insurgents on the political, sociopsychological, economic, and paramilitary levels in their effort to displace the formal government of the country with the agencies of a new administrative structure upon which a future totalitarian regime might be constructed. Last, the study attempts to place the more conventionally military content of the conflict in context by examining it in terms of the spectrum of organizations and highly varied activities which collectively constitute the reality of the threat that has been generated in the course of the last decade.

The authors provide a fresh assessment of the program and identify aspects that are relevant for contemporary counterinsurgency.

Available in PDF, EPUB and Kindle. Book excerpt: This study explodes prevailing myths about the Phoenix Program, the CIA's top-secret effort to destroy the Viet Cong by neutralizing its "civilian" leaders. Drawing on recently declassified documents and interviews with American, South Vietnamese, and North Vietnamese sources, Mark Moyar examines the attempts to eradicate the Viet Cong infrastructure and analyzes their effectiveness. He addresses misconceptions about these efforts and provides an accurate, complete picture of the allies' decapitation of the Viet Cong shadow government. Combining social and political history with a study of military operations, Moyar offers a fresh interpretation of the crucial role the shadow government played in the Viet Cong's ascent. Detailed accounts of intelligence operations provide an insider's view of their development and reveal what really happened in the safe havens of the Viet Cong. Filled with new information, Moyar's study sets the record straight about one of the last secrets of the Vietnam War and offers poignant lessons for dealing with future Third World insurgencies. This Bison Books edition includes a new preface and chapter by the author.

Available in PDF, EPUB and Kindle. Book excerpt: How nonstate military strategies overturn traditional perspectives on warfare Since September 11th, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently. In Nonstate Warfare, Stephen Biddle upturns this distinction, arguing that there is actually nothing intrinsic separating state or nonstate military behavior. Through an in-depth look at nonstate military conduct, Biddle shows that many nonstate armies now fight more "conventionally" than many state armies, and that the internal politics of nonstate actors—their institutional maturity and wartime stakes rather than their material weapons or equipment—determines tactics and strategies. Biddle frames nonstate and state methods along a continuum, spanning Fabian-style irregular warfare to Napoleonic-style warfare involving massed armies, and he presents a systematic theory to explain any given nonstate actor’s position on this spectrum. Showing that most warfare for at least a century has kept to the blended middle of the spectrum, Biddle argues that material and tribal culture explanations for nonstate warfare methods do not adequately explain observed patterns of warmaking. Investigating a range of historical examples from Lebanon and Iraq to Somalia, Croatia, and the Vietcong, Biddle demonstrates that viewing state and nonstate warfighting as mutually exclusive can lead to errors in policy and scholarship. A comprehensive account of combat methods and military rationale, Nonstate Warfare offers a new understanding for wartime military behavior.

Book excerpt: This book describes and appraises American use of propaganda in Vietnam (l965-l972) as an instrument of foreign policy. In an effort to point out pitfalls to be avoided and successful techniques worthy of emulation in future psychological operations, the case study shows how some proven and time-honored prescriptions for effective propaganda were observed in Vietnam and how many others were ignored. Accordingly, strengths and weaknesses and successes and failures are highlighted. Ninety-five illustrations and numerous quotations of American leaflets and posters are included. These were selected to provide the reader a "feeling" or "flavor" of the propaganda campaign.

Available in PDF, EPUB and Kindle. Book excerpt: If the costs of the Vietnam War were great to Americans and staggering to the South Vietnamese, they were even worse for the North. And those costs were borne largely by the individual soldiers—the soldiers who won the war. Based on interviews, soldiers’ diaries, letters, and government documents, this book, first published in 1992, gives a classic, soldier’s-eye account of the war our opponents fought and the men who fought it.
