Book excerpt: The year 2016 marks the 25th anniversary of the official inauguration of the Commonwealth of Independent States (CIS), a free association of sovereign states comprised by Russia and 11 other republics that were formerly part of the Soviet Union. Although this loose association of states may not exist as a fixed-entity on the globe, it is believed that this bloc of countries will continue to build upon the various separate regions in the former Soviet space in the coming decade. This book provides a regional analysis and a country scan of the CIS regional block economies. It examines its history since the breakup of the formal Soviet Union and the formation of the CIS bloc, including creation of regional agreements such as the CIS Free Trade Area and the Eurasian Economic Union, which now represents more than 180 million people. As a whole, our text attempts to better understand current, and future, prospects for economic growth in the region, as well as their individual national challenges.

Available in PDF, EPUB and Kindle. Book excerpt: With the collapse of the Soviet Union in 1991, fifteen newly independent states emerged from the imperial wreckage, some more ready than others to grasp their new found independence. This book tackles the seminal question related to these broader developments: why did some states choose to align with Russia, despite Moscow's overwhelming power advantage and recurrent neo-imperial ambitions? Eric A. Miller develops and tests a theoretical framework that extends traditional realist alignment theories to include domestic level political and economic variables critical to the study of the Commonwealth of Independent States (CIS). Specifically, Miller argues that internal political threats to CIS leaders and the extent of a country's economic dependence on Russia were the most influential factors in determining alignments. The volume is designed to meet the need for a thorough theoretical and scholarly assessment of the international and domestic politics of CIS countries.

Available in PDF, EPUB and Kindle. Book excerpt: Khazanov's astute assessments of ethnic and political strife in Russia, in Chechnia, in Central Asia, in Kazakhstan, among the Meskhetian Turks, and among the Yakut of Eastern Siberia illuminate the interconnections between nationalism, ethnic relations, social structures, and political process in the waning days of the USSR and in the new independent states. Exploring the Soviet nationality policy and its failure to satisfy national aspirations, Khazanov demonstrates the fatal flaws of totalitarian rule and the impossibility of reforming it. Khazanov cautions that the liberal democratic direction of current transformations in the former Soviet Union should not be taken for granted. For most of the independent states, he points out, departing from totalitarianism requires creation of a civil society for the first time in their history. The state's partial retreat from the public sphere leaves a dangerous institutional vacuum, in which nationalism is emerging as the dominant ideology. He warns that this new, post-totalitarian society is still a far cry from a genuine liberal democracy and, despite its inherent instability, may turn out to be a long-lasting phenomenon.

Book excerpt: This paper sets out a detailed quantitative analysis, based on standard econometric models, of the trade trends in the CIS countries, focusing on its low-income members; as well examining the nature of the existing CIS intra-bloc trade. Findings include that overall, progress in the trade area was slower in the low-income economies (CIS-7) than in the higher income CIS members, reflected in lower overall export level and slower export growth, a higher trade deficit, and a lower share of manufacturing exports. On balance, the CIS free trade area is a beneficial, trade-facilitating bloc, although the potential benefits of CIS trade integration remain badly underutilised.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the nature of Russia’s relations with the former Soviet states (FSS), in particular with countries which formed the Commonwealth of Independent States, in order to assess whether there has been a resurgence of Russian imperialism since the collapse of the USSR. The book sets out to determine whether Russian leaders have attempted to restore a sphere of influence over the former Soviet republics or whether Russia’s policies reflect a genuine desire to establish normal state-to-state relations with the new states. It adopts a comprehensive approach, analysing Russia’s policies towards the FSS across a broad range of areas: energy, trade and investment; military assistance, security provision and peacekeeping; conflict management, political support, and alliance formation. While not denying the Kremlin’s assertive role in the FSS, this book challenges the assumption that Russia has always intended to restore a sphere of influence over its ‘Near Abroad’. Rather, it argues that Russia’s policies are much more complex, multi-faceted, and often more incoherent than is often assumed. In essence, Russia's actions generally reflect a combination of legitimate state interests, enduring Soviet legacies, and genuine concerns over events unfolding along Russia’s borders. This book also shows that, at times, Great-Power nostalgia and a real difficulty with discarding Russia’s imperial legacy shapes Russia’s behaviour towards the FSS. This book will be of great interest to students of Russian politics and foreign policy, east European politics, and International Relations in general.

Written by authors from 15 countries, it summarizes the population movement over the post-Soviet territories, both within the newly independent states and in other countries over the past 25 years. It focuses on the volume of migration flows, the number and socio-demographic characteristics of migrants, migration factors and the situation of migrants in receiving countries. The authors, who include demographers, economists, geographers, anthropologists, sociologists and political scientists, used various methods and sources of information, such as censuses, administrative statistics, the results of mass sample surveys and in-depth interviews. This heterogeneity highlights the multifaceted nature of the topic of migration movements.
