The parallel between the intent of the current capabilities-based planning process and the initial intent of the Planning, Programming, and Budgeting System when it was implemented in 1961 is demonstrated. The intended capabilities-based requirements-to-resources process is then explained. This paper then highlights several significant challenges to successful implementation of a capabilities-based process, and outlines proposals for addressing these challenges focusing on the need to create a Capabilities-Based Planning Framework that can be used to link planning to resources.
