Book excerpt: In contrast to the pattern of long-standing occidental street gangs modelled in the North American paradigm, new-age gangs have appeared as loosely organized, with a high degree of interchangeability of their membership. Associated with this structural fluidity is an equally significant geographic mobility, which paradoxically does not appear to diminish the intensity of personal bonds formed within and between ‘new-age’ gangs. The dimensions of fluidity of gang membership and geographic mobility across police jurisdictions is increasingly seen as the organizational pattern of emerging gangs, in large part shaped by worldwide patterns of human migration and globalization. While the structure of new-age gangs appears as loose-knit, what must be emphasized is that this characteristic is reflective of a criminal network of economic commodity-based ‘turf’ as opposed to a close-knit geographically anchored ‘turf’ that has characterized the prevailing North American (occidental) gang model. This volume illuminates the structure and organization of increasingly emergent, fluid and mobile, new-age gangs within the context of transnational networks. The implications for law enforcement agencies is two-fold: i) the fluidity of new-age gang players challenges investigative techniques that remain predicated on suspect recognition through modus operandi repetition by those involved, and; ii) the movement of new-age gang players across police jurisdictions challenges the sharing of police information. This innovative work will be of interest to researchers in Criminology and Criminal Justice, as well as related disciplines including Sociology and Anthropology studying gangs and group-organization. It has strong implications for practitioners and professionals working in law enforcement, public policy, or with at-risk youth/young adults.

In Gangs of Russia, Svetlana Stephenson explores the secretive world of the gangs. Using in-depth interviews with gang members, law enforcers, and residents in the city of Kazan, together with analyses of historical and sociological accounts from across Russia, she presents the history of gangs both before and after the arrival of market capitalism. Contrary to predominant notions of gangs as collections of maladjusted delinquents or illegal enterprises, Stephenson argues, Russian gangs should be seen as traditional, close-knit male groups with deep links to their communities. Stephenson shows that gangs have long been intricately involved with the police and other state structures in configurations that are both personal and economic. She also explains how the cultural orientations typical of gangs—emphasis on loyalty to one’s own, showing toughness to outsiders, exacting revenge for perceived affronts and challenges—are not only found on the streets but are also present in the top echelons of today’s Russian state.

For Felix Padilla the young men who join the Diamonds have made a logical choice. The gang is an alternative and dependable route to emotional support, self-respect, material goods, and upward mobility. Although Padilla shares the same ethnic background as the gang members and also grew up in a Chicago barrio, gaining the trust of the Diamonds was not easy. But eventually he was able to get close enough to the members to interview and observe them. Padilla shows us the process behind the decision to join the Diamonds. From early childhood, boys develop positive images of the gang. They realize that the dominant culture promises mobility, but that their paths to that mobility are blocked. By joining a gang they can creatively oppose the dominant culture. Padilla does not paint a romanticized picture of the Diamonds. Some members come to understand that when they sell drugs, they benefit the gang's leaders and suppliers more than themselves. Further, they recognize that the gang is also subject to problems of domination and inequality. Padilla shows that though the Diamonds are sometimes violent, they are not psychopaths. While we need not approve of what they do, Padilla urges us to understand it as a rational response to the doors these young men see closed around them.
