Much less noticed is the rise of a new political entity, the civilizational state. In this pioneering book, the renowned political philosopher Christopher Coker looks in depth at two countries that now claim this title: Xi Jinping’s China and Vladimir Putin’s Russia. He also discusses the Islamic caliphate, a virtual and aspirational civilizational state that is unlikely to fade despite the recent setbacks suffered by ISIS. The civilizational state, he contends, is an idea whose time has come. For, while civilizations themselves may not clash, civilizational states appear to be set on challenging the rules of the international order that the West takes for granted. China seems anxious to revise them, Russia to break them, while Islamists would like to throw away the rule book altogether. Coker argues that, when seen in the round, these challenges could be enough to give birth to a new post-liberal international order.

Yet, this wealthiest country on Earth is also the most hated one around the world, as a soul-searching question after the September 11, 2001 terrorist attacks is, Why do they hate us so? Isn't it paradoxical, Dr. Baofu asks, that this enormous accumulation of wealth ends up creating more hatred and violence around the world, instead of contributing to a more prosperous, humane one? Is there something fundamentally wrong in this seductive idea of wealth acquisition in capitalism? The wealth paradox disappears, as Dr. civilization which prides itself on acquiring wealth as the central focus of life meaning is too inadequate to fulfill fully the domains of life on material, relational and spiritual concerns. It is so, since capitalism, as a historical contingency to fight the material impoverishment of pre-modernity, overdoes itself as a historical solution to the problem of poverty and will not last, to be superseded by what Dr. Baofu originally proposed as its successor, post-capitalism.

Focusing on how words are used in pre-Qín (before 221 BCE) texts to construct identities and negotiate relationships between a 'civilised self' and 'uncivilised others', it provides a re-examination of the origins and development of these ideas. By adopting a novel approach to determining when civilizational consciousness emerged in pre-Qín China, this book analyzes this question in ways that establish a fresh hermeneutical dialogue between Chinese and modern European understandings of 'civilization.' Whereas previous studies have used archaeological data to place its origin somewhere between 3000 BCE and 1000 BCE, this book explores changes in word meanings in texts from the pre-Qín period to reject this view. Instead, this book dates the emergence of civilizational consciousness in China to around 2,500 years ago. In the process, new chronologies of the coining of Old Chinese terms such as ‘customs,’ ‘barbarians,’ and ‘the Great ones,’ are proposed, which challenge anachronistic assumptions about these terms in earlier studies.
