Book excerpt: Cholo writing originally constitues the handstyle created by the Latino gangs in Los Angeles. It is probably the oldest form of the graffiti of names in the 20th century, with its own aesthetic, evident long before the East Coast appearance and the explosion in the early 1970s in Philadelphia and New York. The term cholo means lowlife , appropriated by Chicano youth to describe the style and people associated with local gangs; cholo became a popular expression to define the Mexican American culture. Latino gangs are a parallel reality of the local urban life, with their own traditions and codes from oral language, way of dressing, tattoos and hand signs to letterforms. These wall-writings, sometimes called the newspaper of the streets , are territorial signs which main function is to define clearly and constantly the limits of a gang s influence area and encouraging gang strength, a graffiti made by the neighborhood for the neighborhood. Cholo inscriptions has a speficic written aesthetic based on a strong sense of the place and on a monolinear adaptation of historic blackletters for street bombing. Howard Gribble, an amateur photographer from the city of Torrance in the South of Los Angeles County, documented Latino gang graffiti from 1970 to 1975. These photographs of various Cholo handletterings, constituted an unique opportunity to try to push forward the calligraphic analysis of Cholo writing, its origins and formal evolution. A second series of photographs made by Francois Chastanet in 2008 from East LA to South Central, are an attempt to produce a visual comparison of letterforms by finding the same barrios (neighborhoods) and gangs group names more than thirty five years after Gribble s work. Without ignoring the violence and self-destruction inherent to la vida loca (or the crazy life , referring to the barrio gang experience), this present book documents the visual strategies of a given sub-culture to survive as a visible entity in an environement made of a never ending sprawl of warehouses, freeways, wood framed houses, fences and back alleys: welcome to LA suburbia, where block after block, one can observe more of the same. The two exceptionnal photographical series and essays are a tentative for the recognization of Cholo writing as a major influence on the whole Californian underground cultures. For several years, El Alto has been at the heart of resistance to neoliberal market reforms, such as the export of natural resources and the privatization of public water systems. In October 2003, protests centered in El Alto forced the Bolivian president to resign; in December 2005, the country’s first indigenous president, Evo Morales, was elected. The growth of a strong social justice movement in Bolivia has caught the imagination of scholars and political activists worldwide. El Alto remains crucial to this ongoing process. In El Alto, Rebel City Lazar examines the values, practices, and conflicts behind the astonishing political power exercised by El Alto citizens in the twenty-first century. Drawing on ethnographic fieldwork conducted between 1997 and 2004, Lazar contends that in El Alto, citizenship is a set of practices defined by one’s participation in a range of associations, many of them collectivist in nature. Her argument challenges Western liberal notions of the citizen by suggesting that citizenship is not only individual and national but in many ways communitarian and distinctly local, constituted through different kinds of affiliations. Since in El Alto these affiliations most often emerge through people’s place of residence and their occupational ties, Lazar offers in-depth analyses of neighborhood associations and trade unions. In so doing, she describes how the city’s various collectivities mediate between the state and the individual. Collective organization in El Alto and the concept of citizenship underlying it are worthy of attention; they are the basis of the city’s formidable power to mobilize popular protest.

Book excerpt: Since 2008, the global economic crisis has exposed and deepened the tensions between austerity and social security—not just as competing paradigms of recovery but also as fundamentally different visions of governmental and personal responsibility. In this sense, the core premise of neoliberalism—the dominant approach to government around the world since the 1980s—may by now have reached a certain political limit. Based on the premise that markets are more efficient than government, neoliberal reforms were pushed by powerful national and transnational organizations as conditions of investment, lending, and trade, often in the name of freedom. In the same spirit, governments increasingly turned to the private sector for what were formerly state functions. While it has become a commonplace to observe that neoliberalism refashioned citizenship around consumption, the essays in this volume demonstrate the incompleteness of that image—as the social limits of neoliberalism are inherent in its very practice. Ethnographies of Neoliberalism collects original ethnographic case studies of the effects of neoliberal reform on the conditions of social participation, such as new understandings of community, family, and gender roles, the commodification of learning, new forms of protest against corporate power, and the restructuring of local political institutions. Carol J. Greenhouse has brought together scholars in anthropology, communications, education, English, music, political science, religion, and sociology to focus on the emergent conditions of political agency under neoliberal regimes. Hugo Benavides examines these and other pivotal features in shaping Guayaquilean identity and immigrant identity formation in general in transnational communities such as those found in New York City.
