Every profession and interest in the. City In November, 1905, the Executive Board appointed a committee of five to consider the feasibility and scope of a comprehensive city plan. This committee consisted of 'm. Trelease, Director Scope of a City of the Missouri Botanical Gardens; John D. Davis. Plan. Vice-president of the Mississippi Valley Trust Com pany; J. Lawrence Mauran, Architect and Chairman of the Public Buildings (onnnissiom John F. Lee, President of the St. Louis Bar Association, and Dwight, F. Davis, member of the Public Library Board and Free Baths Commission. After considerable investigation into the conditions in St. Louis, and a careful survey of the widespread movement for civic improvements, the committee reported that a city plan for St. Louis was not only feasible. But most essential and desirable. It outlined in a gene 'al way the main features of such a plan, and recommended the appointment of five committees to prepare tentative reports covering the various parts of the plan, and a general committee to co-ordinate the recommendations of the several committees and incorporate them into the final comprehensive report. The problems suggested for consideration by the. Several committees were: 1' a) A group plan for municipal buildings. (1 b) An inner and outer park system. It) (ivic centers - the grouping of small parks and play grounds, public baths, branch libraries, schools, model tenements, police stations, fire engine houses, and other public and quasi-public institutions. Book excerpt: Excerpt from Municipal Institutions of St. Louis: Where to Go, What to See A large electric sign containing the word Welcome extends above the Market Street entrance to the 'city Hall. It is emblematic of the reception that the municipality ex tends to strangers. The sign was erected during the cen tennial celebration oi St. Louis as an incorporated city in 1909. It means that strangers in the city as well as citizens are welcome, and that each official is anxious to extend every possible courtesy. From October 1 to the following April 1, the offices in the building are open from a. M. Until p. M. From the first of April to the first of the following October, all offices are open from 8 o'clock in the morning until 6 o'clock in the afternoon. All citizens or visitors desiring informa tion may obtain it in any of the departments. The suite of offices occupied by the Mayor are on the second floor above the Sign Welcome, and extend to the Twelfth Street side of the building. Under the provisions of the charter, the Mayor has general supervision over enforcement of the charter and ordinances in the city. He also is under oath to enforce all laws of the State. Because of the provisions of the ordi nances, the Mayor is the sole power, under whose direction special permits, not especially provided for through other departments, can be issued. Permits to parade, permits for automobiles to stand for hire in the streets, permits for necessary toolsheds and shelter houses in the construction of buildings, for pyrotechnic displays, etc., are issued under his direction. Along the river front from Spruce street to Washington avenue are the little old streets, thirty and forty feet wide, first laid out by the French in 1766. Here was copied the checkerboard plan used by Wm. Penn in Philadelphia, even to the names - Pine, Chest nut, Locust, Olive, Market, etc. The extreme narrow ness of these streets for modern city use has contributed probably as much as, if not more than, the decline of river traffic, to the apparent idleness which today dis tinguishes this part of our city.
