While this volume was originally prepared for the use of debaters and students, the demand for it by libraries and members of clubs and organizations who are everywhere studying this question, has rendered necessary a new edition within a year. The present volume contains all the material included in the first edition, and has been brought up to date by the addition of recent articles and references. All articles have been edited so as to avoid useless repetition. The general arrangement followed in the first edition has been preserved. The introduction deals briefly with the general municipal situation, and leads up to the commission plan. The general discussion consists of a series of articles explaining the relationship of the commission plan to other important municipal problems. Following this, are the affirmative and negative discussions, respectively. A page of data concerning the commission plan, compiled especially for the original volume and brought up to date in this edition, will be found of value to the student. There is also a brief of the question; and a bibliography, so complete as to include all important material, and so arranged as to let the investigator know at once the value of each reference. This bibliography has been enlarged by the inclusion of a number of references to articles published since the appearance of the first edition. Libraries that do not contain a complete file of magazines, pamphlets and late municipal books, will find this volume an inexpensive yet practical method of supplying the demand for material on the commission question. It is also recommended to legislators, members of city councils, business men, in short, to all who are interested in the betterment of city government. Book excerpt: Excerpt from The Commission Plan and Commission-Manager Plan of Municipal Government: An Analytical Study In Galveston, Texas, after the flood of 1900, which fairly wiped out the city, the typical old-style mayor-and-council form of government broke down and was replaced by a com mission of five men appointed by the Governor of Texas. This commission worked swiftly and efficiently, and soon had the municipal government working and at much less annual cost. After the emergency passed, an attempt was made to continue the same government with three members appointed by the governor and two chosen by popular vote, as it was supposed that so simple and powerful a form of organization would be unsafe if manned entirely by elective representatives. A court decision declared the continued appointment of city officers in this way to be unconstitutional, and the entire com mission forthwith became elective. To the surprise of many observers, no demoralization ensued, and through successive elections the changes in personnel have been very slight. Gal veston began to claim that it was the best governed city in the United States, and Houston, Texas, in 1905, copied the Gal veston charter with similar satisfaction. In 1907 Des Moines adopted the Galveston plan, with the addition of the initiative, referendum and recall and non partisan primary. The Des Moines charter was widely copied, largely on the strength of the Des Moines experience, the number of cities adopting this form having increased until, on june l, 1914, there are 327 cities and towns of 2000 population or over which have changed their governments to the newtype. Few changes of importance were made in the Des Moines model for several years (except the preferential ballot added first by Grand Junction, Colo.) until the appearance in 1913 of the city manager, or commission manager modification, which is described in the attached supplementary report of the committee. During 1938 matters referred to the Commission by the Board of Estimate, received from other agencies or initiated by the Commission, numbered 738. Plans for various projects were submitted by the Borough Presidents' offices, the Park Department and other agencies, but maps for advertising hearings and reports, based on inspections and studies of the Commission, were prepared by the Department.
