In it the President said that it was a recognized principle that centralization should be the policy of the administration as it establishes direct responsibility and it was for this reason he had assumed full control of the powers of administration, but without attaining success. Examining the root of this failure he found it to be due to the absence of a Cabinet. The fact that he had assumed an unlimited control of all powers of the State had been the cause of dissatisfaction on the part of the people. With a view to a thorough and energetic reform he promulgated this mandate for the organization of a responsible government The Secretary of State was authorized to take full control of governmental affairs; and in particular he was bidden to organize a government with the ministers of the metropolitan ministries as members thereof who were to be mutually responsible to and for one another. The mandate concluded with the statement that this was only a step towards the formation of responsible government and but the beginning of adminis trative reform.
