Writing in last year's year book the author of this article concluded with these sen tences: A lasting settlement will be impossible unless both parties recognize the fact that there are two parties, the fact that there are different needs and different aspirations. Neither one party nor the other can permanently force its own extreme conception of the government ideal on its Opponents.
