Naturally, my particular concern is the preservation and protection of the young life of the community, and the means by which this purpose may best be achieved I have entered into rather fully. To my mind it is a matter for national regret that, years ago, much more effectual legislation should# not have been introduced to ensure greater supervision over illegitimacy and the serious disabilities connected with it. The subject-matter in the second part is concerned specially with the State Children Relief Board - its nature, duties, and purpose. As these are aspects which previously have not received full attention, I have considered them in detail and have shown how important it is, for social reasons, that the Board's practical abilities should have the fullest play, untrammelled by any restrictions of routine or technicality.
