D. 1199-1480) In the second clause of this Charter it is forbidden to put burgesses on juries to which strangers are appointed. We take this to mean that strangers, that is to say, non-burgesses, are not to be impanelled with burgesses. At the first glance this is unimportant, but on closer examination it will be seen that hereafter the packing of juries was made practically impossible. In 1285 it had been ordained that the qualification for a jury man Within his own borough was the ability to spend twenty shillings a year. If he were able to Spend forty shillings a year, he could be impanelled on any jury within or without his borough. So that until this concession was made it was possible for strangers to be brought within the town and sit on juries to the prejudice of those burgesses whose cases were on trial. The court, of which the juries are a part, thus purified, was to be held within the borough. Hence there would be no overawing by the sheriff or by other influential men without the borough.
