Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

The book begins by discussing the nature of preindustrial food crises and the changes that have occurred since the 19th century with the ascent of technical science and the fossil fuel revolution. It explains how these changes improved living standards but that the realization of this improvement was usually dependent on government support for smallholder modernization. The author sets out how the evolution of food security in different regions has been influenced by farm policy choices and how these choices were shaped by local societal characteristics, international relations and changing configurations in metropolitan countries. Separate chapters are devoted to the interaction of this evolution with debates on food security and economic growth and with international economic policies. The final chapters highlight the new challenges for global food security that will arise as traditional sources of biomass production and the more easily extractable reserves of fossil biomass become depleted or can no longer be used. Overall, the book emphasizes the inadequacy of current explanations with regard to these challenges. It explores what is needed to ensure a sustainable future and calls for a rethinking of these issues; a necessary reflection in today's unstable global political situation.

Book excerpt: During the summer of 1987, a series of discussions I was held at the International Institute for Applied Systems Analysis (nASA) in Laxenburg, Austria, to plan a study of global vegetation change. The work was aimed at promoting the Interna tional Geosphere-Biosphere Programme (IGBP), sponsored by the International Council of Scientific Unions (lCSU), of which nASA is a member. Our study was designed to provide initial guidance in the choice of approaches, data sets and objectives for constructing global models of the terrestrial biosphere. We hoped to provide substantive and concrete assistance in formulating the working plans of IGBP by involving program planners in the development and application of models which were assembled from available data sets and modeling ap proaches. Recent acceptance of the "nASA model" as the starting point for endeavors of the Global Change and Terrestrial Ecosystems Core Project of the IGBP suggests we were successful in that aim. The objective was implemented by our initiation of a mathematical model of global vegetation, including agriculture, as defined by the forces which control and change vegetation. The model was to illustrate the geographical consequences to vegetation structure and functioning of changing climate and land use, based on plant responses to environmental variables. The completed model was also expected to be useful for examining international environmental policy responses to global change, as well as for studying the validity of IIASA's experimental approaches to environmental policy development.

Berry’s theme: the obstacles to African agrarian development never stay the same. Her book explores the complex way African economy and society are tied to issues of land and labor, offering a comparative study of agrarian change in four rural economies in sub-Saharan Africa, including two that experienced long periods of expanding peasant production for export (southern Ghana and southwestern Nigeria), a settler economy (central Kenya), and a rural labor reserve (northeastern Zambia). The resources available to African farmers have changed dramatically over the course of the twentieth century. Berry asserts that the ways resources are acquired and used are shaped not only by the incorporation of a rural area into colonial (later national) and global political economies, but also by conflicts over culture, power, and property within and beyond rural communities. By tracing the various debates over rights to resources and their effects on agricultural production and farmers’ uses of income, Berry presents agrarian change as a series of on-going processes rather than a set of discrete “successes” and “failures.” No Condition Is Permanent enriches the discussion of agrarian development by showing how multidisciplinary studies of local agrarian history can constructively contribute to development policy.
