Available in PDF, EPUB and Kindle. Book excerpt: This book aims at explaining the variance in legal status, working conditions, social protection and collective representation of self-employed professionals across Europe. Despite considerable diversity, the authors observe three strategic models of mobilisation: the provision of services; advocacy, lobbying and the political role; and the extension of collective bargaining. They highlight the new urgent challenges that have emerged including the implementation of universal social protection schemes, active labour market policies likely to support sustainable self-employment, and the renewal of social dialogue through bottom-up organisations to extend the collective representation of project-based professionals.

Book excerpt: Since the 1970s the long term decline in self-employment has slowed – and even reversed in some countries – and the prospect of ‘being your own boss’ is increasingly topical in the discourse of both the general public and within academia. Traditionally, self-employment has been associated with independent entrepreneurship, but increasingly it has become a form of precarious work. This book utilises evidence-based information to address both the current and future challenges of this trend as the nature of self-employment changes, as well as to demonstrate where, when and why self-employment has emerged as precarious work in Europe.

Book excerpt: Dependent self-employment is widely perceived as a rapidly growing form of precarious work conducted by marginalised lower-skilled workers subcontracted by large corporations. Unpacking a comprehensive survey of 35 European countries, Colin C. Williams and Ioana Alexandra Horodnic map the lived realities of the distribution and characteristics of dependent self-employment to challenge this broad and erroneous perception.

Available in PDF, EPUB and Kindle. Book excerpt: The 'full-time job' is no longer an option for many people seeking employment. It has been replaced by an ever-expanding plethora of 'atypical' employment relationships designed by employers to streamline their operations and/or take advantage of information communications technology. Numerous labour law issues arise, demanding urgent attention. How should law and policy best address these challenges? This incomparable and timely book explores this contentious topic in depth, presenting ten penetrating essays on aspects of the topic by leading European authorities followed by reports on new forms of employment in thirty-five European countries Full-scale analysis of new forms of employment, their characteristics, and their effects on working conditions and the labour market includes such issues as the following: - employment relationships with more than one employer; - discontinuous and/or intermittent work; - work based on networking arrangements; - labour pooling; - crowdworking and crowsourcing; - lack of worker representation; - rights for vulnerable migrant workers; - removal of wage and hours threshold; - false self-employment; - non-payment of 'small' amounts (e.g., holiday pay); - portage salarial; - voucher-based work; - ICT-based mobile work; - organizations offering specific administrative services; - need for safety nets for workers; and - existing and potential monitoring and control mechanisms. Relevant EU Directives and national legal frameworks regarding new forms of employment are fully discussed, with an emphasis on recent trends and proposed solutions. This volume raises awareness of the problems generated by new emerging forms of employment and provides some answers and insights, including lessons to be learned from current developments. In particular, the authors' bringing to light of issues that have not been sufficiently addressed so far under European law will be welcomed by labour law practitioners, company legal counsel, human resources professionals, and academics in the field.

It not only considers the theoretical foundations of the concept of precarious work, but also offers invaluable insight into the potential methods of addressing this phenomenon through labour regulation and case law at EU and national level.

Book excerpt: "This paper examines the state of self-employment in Europe today - have global forces shaped the role of self-employment within European labour markets? In the UK, for one, the jobs recovery has been underpinned by a well-documented growth in self-employment. Since 2010, 40 per cent of the rise in jobs here has been in self-employment, prompting a complex debate about the extent to which this should be celebrated. Some commentators have heralded it as a sign of entrepreneurial spirit, innovation and future economic growth, while others fear it is primarily indicative of a rise in precarious, insecure work. Findings include: i) Age, gender, occupations and industries; ii) Pay and structure."--Summary.

Book excerpt: The Missing Entrepreneurs 2017 is the fourth edition in a series of publications that examine how public policies at national, regional and local levels can support job creation, economic growth and social inclusion by overcoming obstacles to business start-ups and self-employment by people from disadvantaged or under-represented groups in entrepreneurship. It shows that there is substantial potential to combat unemployment and increase labour market participation by facilitating business creation in populations such as women, youth, the unemployed, and migrants. However, the specific problems they face need to be recognised and addressed with effective and efficient policy measures. This edition contains in-depth policy discussion chapters on the quality of self-employment, including new forms of self-employment such as dependent and false self-employment, and the potential of self-employment as an adjustment mechanism in major firm restructuring and job shedding. Each thematic chapter discusses current policy issues and challenges, and makes recommendations for policy makers. A data section provides a range of information on self-employment and business creation rates, barriers and key characteristics of businesses operated by social group. Finally, country profiles highlight recent trends in inclusive entrepreneurship, key policy challenges and recent policy actions in each of the 28 EU Member States.

This book was released on 2017 with total page 97 pages. Available in PDF, EPUB and Kindle. Book excerpt: Neither the notion of non-standard employment nor the concept of self-employment are well-defined at national and EU-level. For non-standard employment, we rely on the ILO definition. By people in self-employment, we understand people working for their own account. One of the challenges of mapping the situation for the self-employed has been that the term ‘self-employed’ is understood differently across and even within the 35 countries covered in this report. In fact, there is currently no single, unambiguous definition applicable in any of the countries (except for Slovenia) drawing a clear-cut distinction between ‘genuine’, ‘dependent’ and ‘bogus’ self-employed. Relying on Eurostat’s Labour Force Surveys, the following developments can be sketched. Between 2007 and 2015, there was a widespread increase in the share of non-standard work in many countries. The share of part-time work went up from 17.5% to 19.6%, while that of temporary jobs increased in 23 out of 33 countries (there are no data available for Liechtenstein and Turkey). However, over the period 2014-2016 the increase in the number of permanent employees exceeded the increase in the number of temporary employees, and full-time employment increased faster than part-time employment.

Available in PDF, EPUB and Kindle. Book excerpt: Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Book excerpt: The discussion on new forms of non-privileged self-employment of women and minorities is usually divided into separate discourses on women’s opportunities on the one hand and ethnic business on the other. The focus in the discussion about the special resources of migrant entrepreneurship has been above all on the assumed collective traditions of ethnic business and not on the individual emancipative resources of the self-employed. This book has brought the two discourses together. While women and migrants are most vulnerable to social exclusion on the labour market, at the same time they are subjects of unrecognized resources for self-employment that have to be taken into account under the special conditions of social citizenship policies in the European Union.
