Seeing that in the 2001 census, almost half of all Canadians reported an origin other than British, French, or Aboriginal, it can be said that Canada truly contains the globe within its borders. As the global economy becomes increasingly interdependent, and as linguistic and cultural diversity rapidly increase, it is as important as ever to address how Canada can fulfill its desire to become a multilingual and multicultural society. The 1971 federal policy of multiculturalism positioned the retention of heritage languages [HLs] as integral to maintaining cultural diversity. Yet, since the early nineties, HLs have been neglected by both federal and provincial governments. For many communities, language is at the core of ethnic identity. It has been Iong argued that the two are inextricably linked. Though the relationship between language and culture is a contentious issue, few deny the benefits of a multihngual society. Th~s thesis asks whether the government's laissez-faire approach to linguistic diversity has impaired cultural diversity and its maintenance. It investigates how the language policies of the Canadian government and three of its provinces, British Columbia, Ontario, and Alberta, have supported the maintenance of HLs, in talk and action, over the past thirty years. Through a critical analysis of federal and provincial discourse, it is demonstrated that government policy and action have excluded and diminished the value of languages and their role in sustaining multiculturalism. What is more, the lack of support for HLs, at both levels of government, has demonstrated an attack on culture and the core value of multiculturalism; the creation of an inclusive society that ensures all Canadians access to and participation in Canada's social, cultural and economic institutions. The goal of this study is to develop a policy framework which works to decelerate the loss of one of Canada's most valuable assets -- its hguistic and cultural mosaic.

Book excerpt: This dissertation examines the competing views of multilingualism that shape U.S. and Canadian post-secondary literacy education. Drawing on education, English studies, globalization theory, applied linguistics, translation studies, multiculturalism, and second-language studies, this project engages in a study of multilingual students from writing courses at a Canadian university. The analysis focuses on the relationships between Canadian multilingualism and current U.S. scholarship surrounding English monolingualism in terms of eradicationism, language segregation, and language interaction. The findings challenge previous research and popular opinion, as well as Canadian government policy, all of which tend to designate Canadian classrooms and society as definitively accepting of cultural and linguistic diversity. Instead, this project positions Canadian writing classrooms as aligned with eradicationist ideologies, which is a noteworthy contrast to growing calls by composition scholars for teaching translingual composition. The data collected situates Canadian students (like U.S. students) as extremely ethno-linguistically diverse; however, in Canada, this diversity continues to be confined to home communities. This research offers a critical assessment of how U.S. and Canadian postsecondary institutions can employ multilingualism as a resource, suggesting ways in which linguistic diversity can position students to excel in cultural exchange and political dialogue. Through drawing upon the ways a selection of U.S. compositionists have been successful in their employment of student multilingualism as a pedagogical resource, this project responds to gaps in international multilingual scholarship and validates the introduction of multicultural-multilingual initiatives into Canadian writing classrooms. This work calls on composition researchers and instructors, particularly those in Canada, to redefine writing pedagogy and curricula in order to consider how institutions that boast high levels of cultural and linguistic diversity can proactively address and make use of multilingualism.

Book excerpt: Immigrants' extensive contributions to Canada include cultural and linguistic diversity, underscoring the need to understand the complexities and identity construction of linguistic minorities. Drawing on sociocultural and poststructural perspectives on language, identity, and power (Duff, 2007, 2019; Foucault, 1978; Norton, 2013), this multiple case study of six university-aged 1.5 and second generation Korean Canadians explores the dynamic interplay of heritage language learning experiences, situated contexts, and identity construction. Drawing on participants' lived experiences and perspectives, the data include in-depth interviews with the primary participants, a focus group with community leaders, and the researcher's reflection journals. Offering insight into the participants' first institutional heritage language learning experiences at a university, the findings reveal how deeply these linguistic minorities' heritage language learning trajectories and identity construction were situated within complex webs of familial, sociocultural, political and transnational factors, and individuals' different ways of reacting to the social forces. Endeavors to immerse themselves into a range of linguistic and cultural contexts gave these young adults valuable life lessons and unique identities as Korean Canadians, within which they shifted their bilingual/cultural identities. Their heritage language played a critical role in the participants' multiple identities, broadening their social spaces. University-aged Korean Canadians' experiences underscore the importance of sociocultural contexts of linguistic minorities' identity and heritage language learning, the close relationship between language and identity, and the critical role of institutional inclusion of heritage languages, alongside the role of the home, educational institutions, communities, and society.
