Book excerpt: This volume brings together a massive body of much-needed research information on a problem of crucial importance to labor economists, policy makers, and society in general: unemployment among the young. The thirteen studies detail the ambiguity and inadequacy of our present standard statistics as applied to youth employment, point out the error in many commonly accepted views, and show that many critically important aspects of this problem are not adequately understood. These studies also supply a significant amount of raw data, furnish a platform for further research and theoretical work in labor economics, and direct attention to promising avenues for future programs.

Available in PDF, EPUB and Kindle. Book excerpt: This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. Coverage details how the standard transition from school to work is disrupted in an already depressed adult job market, and compares a wide range of responses in terms of both young people’s educational decision-making and national youth policy. In particular, contributors assess whether the current crop of Youth Guarantee programs can/should be a model for employment policy across the continent. Among the topics covered: Youth labour market prospects and recent policy developments. Youth labour market in Central and Eastern Europe. Early school dropout in Spain: evolution during the Great Recession. Overeducation among European university graduates: a constraint or a choice? Promoting youth employment in Europe: evidence-based policy lessons. The evaluation of a Finnish youth guarantee: lessons for Europe? European Youth Labour Markets is of interest to an international audience of economists, sociologists, and leaders in governmental, non-profit, and corporate sectors through its broad and comparative macroeconomic focus and implications for policymaking, research, resource allocation, and policy evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Spain has the most serious and persistent unemployment problem in Europe, with an unemployment rate that reached 24.6 percent in early 1994. This paper explores the characteristics of this unemployment problem, its causes, and provides a brief discussion of recent labor market reform measures and their likely Impact. A demographic shift in recent years has produced a large rise in female labor force participation and a decrease in agricultural jobs to which the economy has been unable to adjust. The effects of generous unemployment benefits and the large underground economy may explain 6–12 percentage points of the resulting unemployment, but the remainder must be explained by failures and rigidities in the labor market. The paper presents econometric evidence that unemployment displays hysteresis, and that wages are not responsive to changes in the unemployment rate. This evidence supports the claim that insider-outsider factors and rigidities in the legal structure of the labor market are responsible for much of the high unemployment rate. Recent reforms have improved the functioning of the labor market, but they are unlikely to be sufficient to reduce unemployment to single digit rates without further action.

Book excerpt: The book examines the socio-economic dynamics of the current economic crisis that have affected Southern European countries in general, particularly Greece and Spain. These dynamics have caused considerable effects in social, political and cultural level and have influenced the marginalised populations of both countries. This review tries to examine the social impact of the crisis on youth unemployment in Greece and Spain with particular focus on graduates of tertiary education and the constraints of labour market occurred due to the economic and political upheavals followed by the crisis. The increasing levels of unemployment, together with accumulative poverty phenomena and future uncertainty has direct implications on psychological well-being and triggers the danger of social and economic exclusion as has been investigated in the study. A further examination includes the political governance in national and European level during the crisis which have shaped the views of youth unemployed populations in both countries and occurred a shift from traditional politics.

Available in PDF, EPUB and Kindle. Book excerpt: Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Available in PDF, EPUB and Kindle. Book excerpt: Young people are a vulnerable category of workers, finding themselves in a delicate phase of their working life: their first entry into the labour market. In many European countries, youngsters are unemployed or have difficulty finding and obtaining jobs. This situation has deteriorated particularly after the crises, recessions and stagnation that has impacted European economies in recent years. In addition to the cyclical or crisis impact, structural factors are also very important. Additionally, prolonged crises, as in some Eurozone countries, have transformed a significant part of cyclical unemployment in structural (long term) unemployment. Young People and the Labour Market: A Comparative Perspective explores the condition of young people in the labour market. The authors present new evidence from several countries, with a special focus on Europe, and offer a comparative perspective. They investigate questions such as which structural conditions and labour market institutions guarantee better youth performance, which education systems and school-to-work processes are more effective and in which countries is gender differentiation less of an issue. All of the aforementioned, as well as many other comparisons which the authors make, are significant in helping to facilitate the successful design of labour and education policies. As the first investigation by economists to explore the complexity of this topic, this book will be useful to both economists and sociologists who are interested in the role of young people in the labour market, and the problem of youth unemployment.

Book excerpt: The recent recession has led to an ongoing crisis in the youth labour market in Europe. This timely book deals with a number of areas related to the context, choices and experiences of young people, the consequences of which resonate throughout their lives. The focus of the contributions to this volume is on issues which, whilst undoubtedly important, have thus far received less attention than they arguably deserve. The first part of the book is concerned with issues related to education and training, covering matters such as the role of monopsony in training, the consequences of over-education, and the quality of educational institutions from primary to tertiary. The second part is primarily concerned with the long-term consequences of short-term choices and experiences including contributions on health-related choices, health consequences later in life, factors affecting the home-leaving decision, as well as an analysis of the increasing intergenerational transmission of inequality; a trend which accelerated during the recession. The last part of the book deals with issues related to youth unemployment and NEET – the direct consequence of the recession. This book contains a number of innovative analyses reporting significant findings that contrast with standard models. Some of the more interesting results directly contradict conventional wisdom on a number of topics from the importance of monopsony in training markets to the importance of transitory income changes on consumption of addictive goods. This book is suitable for those who study labor economics, political economy as well as employment and unemployment.
