Book excerpt: Sevinj Amirova-Mammadova explores pipeline dynamics and natural gas supply within the southern gas corridor and provides an analysis of how policy interests and decisions of the state actors affect the current energy politics in the Caspian region. The research period covers the second stage of the Caspian energy development determined by the production and export of natural gas to the European markets. The focal point of the policy analysis lies on the competition among the different pipeline projects, namely NABUCCO, ITGI, TAP, SEEP, and the decision‐making process of the export route selection. Energy interests of Turkey, Russia, and Azerbaijan elaborated in the research explain how and why certain decisions have been made by these major regional actors.

Available in PDF, EPUB and Kindle. Book excerpt: The Caspian Sea region has hitherto largely been investigated from a `New Great Game’ perspective that depicts the region as a geopolitical battleground between regional and external great powers, where tensions have been exacerbated by the sea’s rich natural resources, strategic location, and legal disagreements over its status. This book, by contrast, portrays a new image of the region, which still acknowledges the difficulties and problematic starting situation of power politics there. It, however, seeks to show that there are ways forward by identifying mechanisms and means to transform the `New Great Game’ into processes of functional co-operation. Drawing on theoretical insights from a functionalist framework, this book examines three intertwined case studies, namely the Baku-Tbilisi-Ceyhan pipeline (BTC), the Southern Gas Corridor (SGC), and the Caspian Environmental Program (CEP). It shows that lessons learned from environmental co-operation have influenced the discussion over the uncertain legal status of the sea, which culminated in the signing in 2018 of the Convention on the legal status of the Caspian Sea. This book analyzes the three phases of the BTC and the SGC projects: the planning of the pipeline, its construction, and its use, none of which have been adequately addressed yet. This book illustrates the increasing role of actors beyond and besides the states in the Caspian Sea region, such as transnational corporations, non-governmental organizations, and intergovernment organizations.

Book excerpt: This timely collection offers fresh perspectives to the analysis of the 'New Great Game' – the fight for access to the Caspian Sea region's energy resources. To date, the export of the Caspian crude oil and natural gas has only been assessed geopolitically, which oversimplifies the political dynamics of the region and neglects to acknowledge the Caspian countries as actors in their own right.

Book excerpt: "Azerbaijan and the New Energy Geopolitics of Southeastern Europe" comes at a critical time when concerns about energy security are growing in the midst of military, economic, and energy conflicts in East and Southeast Europe. As the construction of the Southern Gas Corridor from Azerbaijan to Europe is advancing, natural gas from the Caspian region will challenge the gas monopoly of any single supplier in Southeast Europe, thus changing the geopolitical landscape in the region. An edited volume with ten chapters, this study enhances our understanding of Southeast Europe's energy security and the potential impact of the Southern Gas Corridor. The book focuses attention on Azerbaijan's aspiring role as an energy supplier and contributor to energy security in Southeast Europe, its evolving relations with countries in the region, and, consequently, Baku's expanding relations with the European Union and the United States.

Book excerpt: Since its independence, thanks to the rational and controlled use of its natural resources and the diversification of its oil and gas pipelines, Azerbaijan has become a major regional energy hub, an essential contributor to most of the large-scale projects in the region, and a new commercial and security partner for Europe. It is committed to an ambitious strategy of diversified economic development. Azerbaijan, which has the world's most ancient oil industry, has left behind its relative anonymity of the Soviet era and become an independent player on the stage of Eurasian energy. As a researcher at the Baku State University, the author, Fazil Zeynalov, provides a particularly pertinent geostrategic study of Azerbaijan and its energy policies. He explains the changing history of Azerbaijan's energy reserves since the Middle Ages and presents the importance and geopolitical prospects of the Caspian Sea. This detailed and informative publication is recommended reading for teachers, researchers and students, as well as members of the wider public wishing to understand the international issues associated with the Caspian, and more broadly with the region that links Asia and Europe.

Book excerpt: Essay from the year 2017 in the subject Politics - Region: Russia, grade: 8, , language: English, abstract: This paper argues that Azerbaijan strength is its key geostrategic position, while Kazakhstan’s strength is its abundance of energy resources. However the heavy dependence on the energy sector makes both countries victims to fluctuating oil and gas prices. While Azerbaijan is reluctant to reform, Kazakhstan is more concrete in increasing the amount of renewables in its energy industry and more ambitious in adapting its tariffs to the decreasing oil prices on the world market. Thus, it is possible that Kazakhstan will attract more investment and growth in the long-run. This paper is structured as follows: firstly, a background outlines the historical development of the Caspian Sea region. Secondly, a theoretical part discusses the approach used to analyse Azerbaijan and Kazakhstan, outlining the factors identified by IEA. Thirdly, in an analytical part, the theoretical framework by the IEA is applied to both countries.

Book excerpt: Analysing the geopolitical vision of EU external energy policy, exemplified by the Southern Gas Corridor (SGC), this study places emphasis on how geopolitical discourse and thinking have influenced EU policymaking. It starts from the dominant view that the Russia-Ukraine gas crises have caused energy security to be featured highly on the EU's agenda. Accordingly, the European Commission has outlined different measures to ensure supply security, one of which is the diversification of routes and sources through the Caspian region. Taking up the conceptual perspective of critical geopolitics, the book analyses the European Commission's geopolitical reasoning. It observes that the proposed policy solution of diversifying gas supply and routes through the SGC has turned into a publicly accepted narrative in Commission discourse.

Their gas routes to Europe intersect and actors, exporters, pipeline owners and operators, transit states and downstream customers are connected to one another in a web of political and economic interdependencies. More significantly, these regions have been plagued by deep-seated ethnic conflicts and disputes: namely, the two oldest registered in the United Nations (the Cyprus and the Arab-Israeli Conflicts), the Nagorno-Karabakh problem, the Syria War and numerous tensions in the Eastern Mediterranean, the Caspian Sea and the Balkan regions. This book investigates what impact these energy resources have had on the respective conflicts and disputes, as well as their influence on the power game between the EU and Russia.

Turkey, by its location, occupies a key role in this corridor, fed by hydrocarbon supplies from Russian, Caspian, east Mediterranean and Arab sources. The book examines Turkey's role as a transit country (in addition to its own growing domestic energy market) and it utilizes the latest evidence on the geopolitics of various pipelines which convergence on Turkey. The evidence, including maps, strongly favor Turkey as an energy hub within a regional energy model driven by rational behavior and market forces. The book recommends an increasing strategic energy cooperation between the EU and Turkey to maximize mutual interest.

The ?rst volume – “The Aral Sea Encyclopedia” was published by Springer in 2009. The series will be continued by “The Black Sea Encyclopedia” in 2010. Today the Caspian Sea is known to readers thanks to its oil and gas resources, sturgeon and caviar, signi?cant sea-level variations, socio-economic and political problems. The Caucasus and Central Asia (http://eurodialogue. org/?les/fckeditor_?les/Caspian-s- map2. png) vii viii Introduction For more than 250 years the Caspian Sea was shared by two states: Russia (the Soviet Union) and Persia (Iran). After the disintegration of the USSR in 1992, the new independent states of Azerbaijan, Turkmenistan and Kazakhstan have radically changed the political and economic situation in the region. In addition to Russia and Iran, who had determined the situation on the Caspian for a long period, Azerbaijan, Turkmenistan and Kazakhstan are now interested parties, beginning a new stage in the historical development of the Caspian region. This increase in the number of the Caspian legal entities from two to ?ve has given rise to a whole tangle of geopolitical, economic, international legal, ethnic and environmental problems, each of which demands its own approach and settlement mechanism.
