Book excerpt: In 1804, Haiti declared its independence from France to become the world's first 'black' nation state. Throughout the nineteenth century, Haiti maintained its independence, consolidating and expanding its national and, at times, imperial projects. In doing so, Haiti joined a host of other nation states and empires that were emerging and expanding across the Atlantic World. The largest and, in many ways, most powerful of these empires was that of Britain. Haiti in the British Imagination is the first book to focus on the diplomatic relations and cultural interactions between Haiti and Britain in the second half of the nineteenth century. As well as a story of British imperial aggression and Haitian 'resistance', it is also one of a more complicated set of relations: of rivalry, cultural exchange and intellectual dialogue. At particular moments in the Victorian period, ideas about Haiti had wide-reaching relevancies for British anxieties over the quality of British imperial administration, over what should be the relations between 'the British' and people of African descent, and defining the limits of black sovereignty. Haitians were key in formulating, disseminating and correcting ideas about Haiti. Through acts of dialogue, Britons and Haitians impacted on the worldviews of one another, and with that changed the political and cultural landscapes of the Atlantic World.

It will be admitted there is nothing to prove that when a popular form of government replaces an aristocratic form, it always and immediately leads to a better system of taxation or to a better administration of the public funds. This is due to the self-evident fact that incidences of taxation and expenditure affect not only the general welfare of a country, but every individual and particular interest in it. If a bad form of taxation and a corrupt expenditure be adverse to a country's lasting prosperity, it must be adverse to any party in that country. The best policy, therefore, to be pursued by a party, to whichever side it may belong, which has the possession of power in a state, and which desires to continue in that possession with the least molestation and opposition, is to establish and continue a fair and honest system for raising and administering the public revenue. If this almost self-evident truth had been always adhered to by oligarchies and aristocratic forms of government, and by democracies, there would have been fewer changes and fewer movements in an opposite direction. However, in all forms of society, sooner or later, the personal interests of the moment, of the individual, of the family, and of the class, are allowed to dominate over the general interests, and then the day of reckoning is not far off. The greatest destroyer of the old autocratic and even of close aristocratic systems of government is modern finance. Diana Paton moves beyond attempts to define and describe what obeah was, instead showing the political imperatives that often drove interpretations and discussions of it. She shows that representations of obeah were entangled with key moments in Caribbean history, from eighteenth-century slave rebellions to the formation of new nations after independence.
