It will be admitted there is nothing to prove that when a popular form of government replaces an aristocratic form, it always and immediately leads to a better system of taxation or to a better administration of the public funds. This is due to the self-evident fact that incidences of taxation and expenditure affect not only the general welfare of a country, but every individual and particular interest in it. If a bad form of taxation and a corrupt expenditure be adverse to a country's lasting prosperity, it must be adverse to any party in that country.
