Book excerpt: Angola’s economy stood at the crossroads of transformation throughout 2023, with officials confronting the challenges that have swept the globe of late, including inflationary pressure, while attempting to draw up plans for more sustainable development. The country’s fortunes remain tightly intwined with those of the oil and gas sector, which continues to represent a sizeable portion of GDP. This renders the country susceptible to the undulations of global oil prices, something that will need to change longer term. It is against this backdrop that we teamed up with AIPEX and the Chamber of Commerce and Industry of Angola (CCIA) to produce this 170-page publication featuring interviews with business leaders from every major sector of the economy, as well as a range of articles and analysis.

Book Synopsis Magnificent and Beggar Land by : Ricardo Soares de Oliveira
Download or read book Magnificent and Beggar Land written by Ricardo Soares de Oliveira and published by Oxford University Press. This book was released on 2015-04-02 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: Magnificent and Beggar Land is a powerful account of fast-changing dynamics in Angola, an important African state that is a key exporter of oil and diamonds and a growing power on the continent. Based on three years of research and extensive first-hand knowledge of Angola, it documents the rise of a major economy and its insertion in the international system since it emerged in 2002 from one of Africa's longest and deadliest civil wars. The government, backed by a strategic alliance with China and working hand in glove with hundreds of thousands of expatriates, many from the former colonial power, Portugal, has pursued an ambitious agenda of state-led national reconstruction. This has resulted in double-digit growth in Sub-Saharan Africa's third largest economy and a state budget in excess of total western aid to the entire continent. Scarred by a history of slave trading, colonial plunder and war, Angolans now aspire to the building of a decent society. How has the regime, led by President José Eduardo dos Santos since 1979, dealt with these challenges, and can it deliver on popular expectations? Soares de Oliveira's book charts the remarkable course the country has taken in recent years.

Book excerpt: This paper discusses Angola’s Second Review of the Extended Arrangement Under the Extended Fund Facility, Requests for a Waiver of NonObservance of Performance Criteria, Modifications of Performance Criteria, and Financing Assurances Review. Angola continues to face a deteriorated external environment, which is weighing on the economic outlook. The Angolan authorities have maintained their commitment to the Fund-supported program despite a challenging external and domestic environment. The authorities’ commitment to fiscal consolidation has been illustrated by the outperformance of the end-June 2019 non-oil primary fiscal deficit target by a wide margin. Sustained fiscal discipline is needed to address debt vulnerabilities. The conservative fiscal stance is expected to continue in 2020. In order to ensure that gains from fiscal consolidation will be preserved in the medium term and to mitigate the elevated risks to debt sustainability, the authorities need to persevere with measures to mobilize non-oil revenue, strengthen public financial management, improve debt management, and bolster transparency and accountability of state-owned enterprises.
