GAO found that, although BLM had a reported 2.7 million acres of public land potentially available for sale in 1982, the process BLM used to identify the land generally did not meet the comprehensive planning requirements of federal land management law. BLM relied on management framework plans that usually did not discuss land sales, were several years old, and may have lacked timely public and state and local government input. GAO noted that BLM is currently taking steps that should improve its land-use planning for identifying and supporting the disposal of public land.

GAO and others have raised concerns about whether the public interest has always been served in these land exchanges. GAO was asked to (1) analyze the number, trends, and characteristics of BLM and Forest Service land exchanges and (2) determine the effectiveness of agency actions to address previously identified key problems.
