Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.

While the level and nature of the benefits of ICT may differ for every stakeholder, there is a consensus of what ICT can help provide to governments, businesses, and citizens: faster access to relevant information, an efficient means for communication, an enhanced ability to make informed decisions, and a voice to otherwise unheard peoples. As these cases from the Asian Development Bank would show, access to ICT alone will not result in significant, lasting change. It is the adoption of appropriate technology, paralleled with an enabling policy environment, a responsive and needs-based approach, improved individual and institutional capacity, nurtured partnerships with key stakeholders, leadership by local champions, effectively managed change, and sustained support that make the difference.

It is located between the two key shipping routes of the Pacific and Indian Ocean. Indonesia’s cooperation in maritime security initiatives is vitally important because half of the world’s trading goods and oil pass through Indonesian waters, including the Straits of Malacca, the Strait of Sunda and the Strait of Lombok. This book analyses Indonesia’s participation in international maritime security cooperation. Using Indonesia as a case study, the book adopts mixed methods to assess emerging power cooperation and non-cooperation drawing from various International Relations theories and the bureaucratic politics approach. It addresses not only the topic of Indonesia’s cooperation but also engages in debates across the International Relations, political science and policy studies disciplines regarding state cooperation.
