Book excerpt: Helena Gutteridge was a socialist and feminist whose vision helped to shape social reform legislation in British Columbia in the first decades of the twentieth century, and also one of the first women there to hold high political office. She was born in England in 1879. A militant suffragist, tutored by the Pankhursts, she learned the politics of confrontation early. Emigrating to Vancouver in 1911, she found the suffrage movement there too polite and organized the B.C. Woman's Suffrage League to help working women fight for the vote. And she kept on organizing. As a journeyman tailor she was a power in her union local, and as the only woman on the Vancouver Trades and Labor Council -- their 'rebel girl' -- she championed the rights of workers and organized women to fight for themselves. In the 1930s, as a member of the feisty new political movement, the Co-operative Commonwealth Federation, she joined in the struggles of the unemployed for work and wages. Then, in 1937, as the first woman ever elected to Vancouver City Council, she led the fight for low-income housing. As was typical for women of her class and time, Helena did not keep personal records, nor did organizational records exist to any extent. Irene Howard made it her task, over a period of years, to search out and assemble details of Helena's life and career, and to interview old comrades who knew Helena and the turbulent times in which she lived. Herself a miner's daughter, the author brings to her subject an affectionate regard and sympathy qualified by the larger view of the scholar and researcher. The result is a lively biography, shot through with humour and pathos, that pays homage to Helena Gutteridge and to many of the people who have been inspired by a cause and who have taught us about the politics of caring.

It considers how urbanization structured social boundaries among Burrard Inlet's increasingly large population and is premised on the belief that, in studying social boundaries, historians must abandon single category forms of analysis and build into their research strategies the capacity to explore complexity. Robert McDonald thus traces the relationship between the two forms of identify, class and status, for the whole of Vancouver society. The book starts with the years when settlement on Burrard Inlet centred around two lumber mills, explores periods of elite dominance of city institutions and then of growing social and political conflict following the arrival of the railway, examines the heightening of class tensions at the turn of the century, charts economic growth during the boom years before the war, and concludes with three chapters on the tripartite status hierarchy that emerged in concert with that of a class dichotomy. It reveals a western city that was neither egalitarian nor closed to opportunity. Vancouver up to the pre-war crash of 1913 was open and dynamic. The rapidity of growth, easy access to resources, narrow industrial base, and influence of ethnicity and race softened the thrust towards class division inherent in capitalism. Far more powerful in directing social relations was the quest for status, creating a social structure that was no less hierarchical than that predicted by class theory but much more fluid. The social boundary that separated the working class from others is revealed as a division that for much of the pre-war boom period divided Vancouver society more fundamentally than the boundary separating labour from capital.

Yet as Canada expanded westward and colonized First Nations territories, liberalism did not operate to advance freedom or equality for Indigenous people or protect their property. In reality it had a markedly debilitating effect on virtually every aspect of their lives. This book explores the operation of exclusionary liberalism between 1877 and 1927 in southern Alberta and the southern interior of British Columbia. In order to facilitate and justify liberal colonial expansion, Canada relied extensively on surveillance, which operated to exclude and reform Indigenous people. By persisting in Anglo-Canadian liberal capitalist values, structures, and interests as normal, natural, and beyond reproach, it worked to exclude or restructure the economic, political, social, and spiritual tenets of Indigenous cultures. Further surveillance identified which previously reserved lands, established on fragments of First Nations territory, could be further reduced by a variety of dubious means. While none of this preceded unchallenged, surveillance served as well to mitigate against, even if it could never completely neutralize, opposition.
