Book excerpt: A Decade of Urban School Reform looks at this critical era in the Boston schools and distills valuable insights and lessons for school leaders and reformers everywhere. In the last decade, the Boston Public Schools has undergone critical reforms that have been of intense interest to school leaders and policymakers throughout the country. Under the leadership of superintendent Thomas Payzant, the Boston schools implemented extensive reform strategies that yielded notable results. Fittingly, at the end of Payzant's superintendency in September 2006, the Boston Public Schools received the Broad Prize for Urban Education for being the most improved urban school district in the country. With chapters that explore questions pertaining to governance, human resources, instruction, data collection, disabilities, community engagement, and other topics, the book offers a detailed, comprehensive portrait of a school system managing the complex and daunting tasks of system-wide reform. The result is a timely, in-depth contribution to the small group of indispensable writings on urban school reform.

Book excerpt: Excerpt from Unified Facilities Plan: A Plan for the Renewal of Boston's School Facilities Each of these new realities presents opportunities for renewal, but also poses dangers if the implications are not understood. By 1990, if a deliberate course is not adopted, the Boston public school system could find itself in a position where most of its schools are filled to half of their capacity, where old schools have deteriorated even further and yet a disproportionate share of the educational budget is devoted to keeping them open, where there is enormous disparity in the quality of facilities available to students, and where uncer tainty over the future of the system and the poor repair of many of its schools has encouraged increased numbers of parents to opt out of the system. Such a future would severely undermine the viability of Boston as a place to live. There is a better course. This plan envisions a school system tailored to the smaller number of students expected to attend in the future, where there are fewer facilities but where each offers a high quality environment, where specialized educational programs are available in most every school, and where each neighborhood has school facilities sized to accommodate the students living nearby. If the plan is adopted, it will be clear which schools will remain open throughout the decade and what the likely future is for the balance. Available in PDF, EPUB and Kindle. Book excerpt: This analysis of the Boston (Massachusetts) Public School System considers ways of advancing the opportunity for parent choice of school and program, and ways of breaking the bureaucratic culture of big-city American public schools to introduce a culture promoting innovation and experiment. The Boston public schools system, like large urban districts everywhere, is in trouble, facing low achievement, high dropout rates, white flight, the threat of violence, and administrative problems. Nevertheless, there are outposts of hope in the system's 117 schools, and a growing consensus exists on the necessity of serious reform. This study combines an analysis of school and staff documents, a review of secondary materials, and reports from other districts and leading educators, with data from 50 interviews of Boston administrators and teachers. All evidence points to institutionalized gridlock in the system. Chapters 1 and 2 examine major reform efforts in terms of school choice and school-based management, while Chapter 3 reviews the importance of a vital school culture and community. Chapter 4 examines the role of leadership, and Chapter 5 proposes a plan for encouraging such leadership. Chapter 6 urges a core curriculum. Chapter 7 reviews the budget and effective spending, and Chapters 8 and 9 review mandated special education and bilingual education. Chapter 10 analyzes current school staffing needs. (SLD)
