Book excerpt: Dangerous Neighbors shows how the Haitian Revolution permeated early American print culture and had a profound impact on the young nation's domestic politics. Focusing on Philadelphia as both a representative and an influential vantage point, it follows contemporary American reactions to the events through which the French colony of Saint Domingue was destroyed and the independent nation of Haiti emerged. Philadelphians made sense of the news from Saint Domingue with local and national political developments in mind and with the French Revolution and British abolition debates ringing in their ears. In witnessing a French colony experience a revolution of African slaves, they made the colony serve as powerful and persuasive evidence in domestic discussions over the meaning of citizenship, equality of rights, and the fate of slavery. Through extensive use of manuscript sources, newspapers, and printed literature, Dun uncovers the wide range of opinion and debate about events in Saint Domingue in the early republic. By focusing on both the meanings Americans gave to those events and the uses they put them to, he reveals a fluid understanding of the American Revolution and the polity it had produced, one in which various groups were making sense of their new nation in relation to both its own past and a revolution unfolding before them. Zeroing in on Philadelphia—a revolutionary center and an enclave of antislavery activity—Dun collapses the supposed geographic and political boundaries that separated the American republic from the West Indies and Europe.

Book excerpt: This edition shows us the incredible life and work of William Cobbett (1763-1835), an English author, independent journalist and Member of Parliament. As an intrinsically conservative journalist, he was frustrated by the shady British political establishment of the times and gave strong support to agrarians. He, with a popular agrarian faction, argued that reforming Parliament, including abolishing "rotten boroughs", unnecessary foreign activity and suppression of wages would promote internal peace and ease the poverty of farm labourers and smallholders. He relentlessly sought an end to borough-mongers, sinecurists and "tax-eaters" (overpaid and sometimes corrupt bureaucrats, public servants and stockbrokers), also dismissing British Jews in a typecast by the same token. Early in life he was a soldier and loyal devotee of King and country, but he later pushed for Radicalism, which helped bring about the Reform Act 1832 and his election that year as one of two MPs for the newly enfranchised borough of Oldham. His much-interwoven polemics cover subjects from political reform to religion. He argued that economic improvement could support growth in global population, as an anti-Malthusian. His writing coined the metaphor "a red herring".

Book excerpt: War and Press Freedom: The Problem of Prerogative Power is a groundbreaking and provocative study of one of the most perplexing civil liberties issues in American history: What authority does or should the government have to control press coverage and commentary in wartime? First Amendment scholar Jeffery A. Smith shows convincingly that no such extraordinary power exists under the Constitution, and that officials have had to rely on claiming the existence of an autocratic "higher law" of survival. Smith carefully surveys the development of statutory restrictions and military regulations for the news media from the ratification of the Bill of Rights in 1791 through the Gulf War of 1991. He concludes that the armed forces can justify refusal to divulge a narrow range of defense secrets, but that imposing other restrictions is unwise, unnecessary, and unconstitutional. In any event, as electronic communication becomes almost impossible to constrain, soldiers and journalists must learn how to respect each other's obligations in a democratic system.

Book excerpt: Mortal Remains introduces new methods of analyzing death and its crucial meanings over a 240-year period, from 1620 to 1860, untangling its influence on other forms of cultural expression, from religion and politics to race relations and the nature of war. In this volume historians and literary scholars join forces to explore how, in a medically primitive and politically evolving environment, mortality became an issue that was inseparable from national self-definition. Attempting to make sense of their suffering and loss while imagining a future of cultural permanence and spiritual value, early Americans crafted metaphors of death in particular ways that have shaped the national mythology. As the authors show, the American fascination with murder, dismembered bodies, and scenes of death, the allure of angel sightings, the rural cemetery movement, and the enshrinement of George Washington as a saintly father, constituted a distinct sensibility. Moreover, by exploring the idea of the vanishing Indian and the brutality of slavery, the authors demonstrate how a culture of violence and death had an early effect on the American collective consciousness. Mortal Remains draws on a range of primary sources—from personal diaries and public addresses, satire and accounts of sensational crime—and makes a needed contribution to neglected aspects of cultural history. It illustrates the profound ways in which experiences with death and the imagery associated with it became enmeshed in American society, politics, and culture.
