Book excerpt: Excerpt from The Principles of International Law The story I have to tell will be found in the text. I have not relegated important matter to notes, nor printed on my pages long quotations from other authors or excerpts from original authorities. I have preferred the much more labo rions task of extracting their substance and putting it in my own words into the body of the book, which I trust has gained thereby in both the decrease of bulk and increase of readableness. But I have taken care to provide the means of checking my assertions. At the bottom of nearly every page will be found references, by the use of which teachers and students can amplify or correct the statements in the text and men of aflairs obtain the more detailed information they may want for practical purposes. The notes are, I h0pe, sufficient. My object has been to make them adequate without over loading them with matter. I have not, for instance, referred to a large number of writers of all degrees of authority, when the citation of a few great ones gave the necessary support to my argument; nor have I quoted a dozen cases, when one or two were enough. I have also taken care that most of the cases given in the text should be something more than mere names to my readers. The material facts are almost always described, so that the points of law may be seen inviii preface. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Handbook of International Law T hus, after nearly three hundred years from the founda tions laid by Grotius, the father of International Law, in 1625, there rises a worthy structure and in a single decade the advance made in centuries is surpassed. Where earlier writ ers referred to philosophical or religious sanctions to fortify their expression of hope that justice might prevail among the nations, the writers of the present day refer to the sanction of international conventions embodying the realization of these hopes. Hubner, a century and a half ago, suggested an international prize court; in 1907 a convention for establish ing such a court was drawn up, and is a typical example of the modern realization of the hopes of the early writers. Book excerpt: Excerpt from A New Principle of International Law In the midst of the dreadful world events one asks oneself: How much longer? How much longer shall this slaughter of human beings -last? Until one side or the other has been vanquished? Thus have wars ended up to the present. But the peace, which then followed, was generally not of long duration. Indeed a peace, to which the vanquished have been driven, gives them no rest, but on the contrary incites to fresh conflict. It has always been so up to now, and so will it be, if in this case also, peace is imposed upon the vanquished. Book excerpt: Excerpt from Elements of the International Law and Laws of War This abridgment has been prepared at the suggestion of a number of professors and instructors in our colleges and higher institutions of learning. The experience of our officers, both volunteers and regulars, in the great civil war which has just terminated, has proved that this subject has been too much neglected, not only in our colleges, but also in our two great national schools - the Military and Naval Academies. An attempt is here made to supply a suitable text-book for such instruction. The plan of the larger work has been closely followed, the chapters are the same, and only a few of the paragraphs have been changed. Therefore, the instructor or student who may desire to further investi gate any particular question, has only to turn to the corresponding chap ter and paragraph of the larger edition, and to refer to the authorities there quoted. It should be remembered that these authorities are not quoted in support of the author's opinions, but are often in con ict both with those Opinions and with each other. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Introduction to the Study of International Law: Designed as an Aid in Teaching, and in Historical Studies The first edition of this work appeared in 1860, and the second, with much new matter and some changes of order, in 1864. A third in 1871, besides other additions, was enlarged by an important supplement to the second Appendix, bringing the list of treaties down as nearly as possible to the time of publication, and by a third Appendix containing notes on topics either briefly spoken of in the body of the work or newly brought into prominence during the war of the rebellion. The fourth edition now follows, in which quite a number of corrections, more or lass important, are introduced into the main text; an addition is made to the list of writers on international law, and of collectors of diplomatic documents; the treaties are brought down to the present time; and the third Appendix is closed by a note discussing the case of the Virginius. In regard to corrections, the reader is referred to 55, 58, 122, 152, and 163 as containing the principal ones; and he is requested also to consult the notes in the third Appendix in connection with the text to which they relate. It would have suited both writer and reader better to have had these notes inserted in the text, but stereotype plates put books into a strait-jacket which it is hard to throw off. The title-page describes this work so aptly that a few words only need to be used in regard to its plan and object. The author had been engaged for a number of years in teaching international law and in giving lectures on history. Such a treatment might start from state sovereignty or from the assertion of certain rights as inherent in a state, but it would lead in many cases to the admission of clashing sovereignties or rights, that is to no result, unless the starting-points were defined with a precision only attainable by embodying the conclusions in them. International sovereignty and rights are the growth of recent centuries, and the very object of our science is to ascertain the point at which they now stand. Some of the earlier stages of that growth were assisted by theories of a law of nature and nations, of which what is good survives under the name of justice, a ground more solid but less capable of being systematised, while the attempt to transfer wholesale to associa tions what is true of natural individuals was bound to fail. Book excerpt: Excerpt from Lectures on International Law in Time of Peace There is another reason, as it seems to me, which should give these lectures a present and permanent value. The author, more like a continental jurist, though avoiding the continental jurist's tendency to baseless theorization, while. Illustrating and carrying into detail the principles under discussion, delights in the work preliminary to this, in clear definition, and orderly arrangement, and exact classification, and the search for the sources and logical results of principles which cannot change. His treatise viewed will be found a profound and original 5 of the sources and fundamental principles of national Law, rather than a mere compendium.
