At present, every individual travelling either to ' wards foreign countries or towards the interior of France, cannot go on before a special pass of the minister of police permits it. This regulation both causes a great loss of time and a great expence; because at the police office at Paris, if you have no particular friends who intereft themselves for you, and and your request is not accompanied with a present, you are forgotten, and may remain and linger on the frontiers for months. Many of the passengers of this inn, had beena here two, three, and some were four mouths, and were still uncertain when-enabled and permitted to leave it-.
