In the past it was structured by the characteristics of the "old" Europe in terms of security arrangements (WTO, NATO, Neutrals), economic ties (COMECON, EC, EFTA), and sociopolitical system (capitalism, socialism), while today it is faced with all the obstacles and contradictions as well as possibilities of an emerging new European architecture, still undefined, but in any case asking for reorientation in the fields of security, economy, and last not least identity. The book puts special emphasis to security aspects and disarmament (including conversion) and to Regionalism as being both, a consequence of the change in progress as well as a strategy to shape it to a desired end: cooperation instead of conflict.

Book excerpt: Many environmental problems cross national boundaries and can be addressed only through international cooperation. In this book Robert Darst examines transnational efforts to promote environmental protection in the USSR and in five of its successor states—Russia, Ukraine, and the Baltic republics of Estonia, Latvia, and Lithuania—from the late 1960s to the present. The core of the book is a comparative study of three key issues: nuclear power safety, transboundary air pollution, and Baltic Sea pollution. Although expectations were high that the end of the Cold War and the breakup of the Soviet Union would lead to increased East-West environmental cooperation, the opposite has been true. Russia and the other successor states have generally agreed to address such problems only when paid to do so. Darst finds that post-Cold War environmental cooperation has been most successful when there is an overlap between the environmental and economic interests of the successor states and those of their Western neighbors, and when the foundation for cooperation was laid during the Cold War period. The book is based on extensive original field research, including interviews with diplomats, government officials, scientists, and environmental activists in the successor states and Western Europe. Its findings underscore the importance of the domestic and international political context in which international environmental policy making occurs. It also deepens our understanding of the opportunities and dangers of positive inducements as a tool of international environmental policy.

Situated between the Russian Federation and Northern Europe, Estonia, Latvia and Lithuania have had to manoeuvre within an often delicate sub-region. Since independence, the foreign policies of the Baltic States have been dominated by de-Sovietization and European integration. Lying at the crossroads between small state theory and identity politics, this analysis engages with the development of Baltic foreign policies as post-Soviet, small and transitioning states. The authors argue that Estonia, Latvia and Lithuania dictated their early foreign policy agendas based on a process of identity construction and as a response to their regional environment. This process took the Baltic States from East to West in their foreign policy aspirations. Key factors in foreign policy making and implementation are discussed, as well as external factors that shaped Baltic foreign policy agendas. Overall, the book illustrates how continuity and change in the Baltic foreign policies has been shaped by both 'hard' and 'soft' factors. Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. This work features research conducted in conjunction with the Working Group on Preventing and Rebuilding Failed States, convened by the Wilson Center's Project on Leadership and Building State Capacity.
