Book excerpt: "This volume is a first attempt to describe the occupation years of the three Baltic republics in a joint effort and a variety of different perspectives. The ways and means of occupation, including deportations and ethnic cleansing are discussed, together with problems of collaboration. Cultural values were lost through war and occupation. Minorities, long living in the area, were attacked and differences between new and old minorities arose. The impact of occupations on culture forms an important part of the contributions. The values and modes of thinking are analyzed in a number of ways. The final section addresses the modalities of silent, persistent resistance, in particular youth culture, but also the adherence to national traditions. The new movements arising in the 1980s are represented the by the environmentalists."

Book excerpt: Since the end of the Cold War there has been an increased interest in the Baltics. The Baltic States brings together three titles, Estonia, Latvia and Lithuania, to provide a comprehensive and analytical guide integrating history, political science, economic development and contemporary events into one account. Since gaining their independence, each country has developed at its own pace with its own agenda and facing its own obstacles. The authors examine the tensions accompanying a post-communist return to Europe after the long years of separation and how each country has responded to the demands of becoming a modern European state. Estonia was the first of the former Soviet republics to enter membership negotiations with the European Union in 1988 and is a potential candidate for the next round of EU expansion in 2004. Lithuania and Latvia have also expressed their desire for future membership of NATO and the EU.

Available in PDF, EPUB and Kindle. Book excerpt: In this key textbook, Andres Kasekamp masterfully traces the development of Estonia, Latvia and Lithuania, from the northern crusades against Europe's last pagans and Lithuania's rise to become one of medieval Europe's largest states, to their incorporation into the Russian Empire and the creation of their modern national identities. Employing a comparative approach, a particular emphasis is placed upon the last one hundred years, during which the Baltic states achieved independence, endured occupation by the Soviet Union and Nazi Germany, and transformed themselves into members of the European Union. This is an essential textbook for undergraduate students taking modules on Eastern or Central European History, Communism and Post-Communism, the Soviet Union, or Baltic Culture and Politics. Engaging and accessible, this is also an ideal introduction to the Baltic States for general readers.

Book excerpt: Nation building--a striking phenomenon of modern times--was given a significant albeit unsuccessful trial in the Baltic area. Rising to independence from Russian rule and German occupation during World War I, the Baltic states--Estonia, Latvia, Lithuania--were annexed by the Soviet Union during World War II. The rise and fall of these nations reflects the great historical developments of the 20th century including the transformation of Wilsonian idealism into today's harsh realism. Following a historical introduction to the political developments of the Baltic states, this book examines the internal and external aspects of Lithuanian, Latvian, and Estonian nationhood. Part I depicts the triumph of independence movements. Part II compares the new nations' domestic policies, notably treatment of ethnic minorities and authoritarian responses to economic problems. Part III analyzes the Baltic states' relations with Germany, Great Britain, and the USSR, as well as efforts among some Balts to form a Baltic Union. Part IV examines the events surrounding Soviet annexation of the Baltic nations in 1944, together with the Soviet interpretation of this annexation. Sources for the book are Finnish, German, British, American, and especially Soviet (both Russian and Lithuanian) archives including some hitherto unpublished documents. Many of the book's ideas stem from conferences in the United States and Sweden co-sponsored by the Association for the Advancement of Baltic Studies, which also helped support this publication.

Book excerpt: In an innovative effort to situate Baltic testimonies to the Gulag in the broader international context of research on displacement and memory, scholars from the Baltic States, Western Europe, Canada, and the United States seek answers to the following questions: Do different groups of deportees experience deportation differently? How do the accounts of women, children and men differ in their representation? Do various ethnic groups remember the past differently: how do they use historical and cultural paradigms to structure their experience in unique ways? The scholars researched the archives, read testimonies, interviewed former deportees, and examined artifacts of memory produced since the late 1980s, applying crossdisciplinary approaches used at the study of the Holocaust testimonies; the testimonies of women have received a particular emphasis. The essays in the book also examine the issues of transmittance, commemoration and public uses of the memory of deportations in contemporary social, cultural and political contexts of Baltic societies, including the reflection of Gulag legacy in literature, the cinema and museums.

Available in PDF, EPUB and Kindle. Book excerpt: The Baltic States are unique in being the only member-states of the EU to have fought to regain their sovereignty from the Soviet Union, only then to cede it to Brussels in certain key areas. Similarly, no member-states have had to struggle as hard as Estonia, Latvia and Lithuania to preserve their identity after fifty years of Soviet nationality policy in the face of sub-state and supra-state challenges. The post-communist experience of the Baltic States thus allows us to examine debates about identity as a source of political power; the conditioning and constraining influence of identity discourses on social, political and economic change; and the orientation and outcome of their external relations. In particular, the book examines the impact of Russian and Soviet control of Estonia, Latvia and Lithuania; the Baltic independence movements of the late 1980s/early 1990s; the citizenship debates; relations with Russia vis-à-vis the withdrawal of the troops of the former Soviet Army; drawing of the shared boundary and the rights of Russian-speaking minorities as well as the efforts undertaken by the three Baltic States to rebuild themselves, modernise their economies, cope with the ensuing social changes and facilitate their accession to the EU and NATO.

Excerpt: The occupation of the Baltic states refers to the military occupation of the three Baltic states: Estonia, Latvia and Lithuania by the Soviet Union under the auspices of the Molotov-Ribbentrop Pact on 14 June 1940 followed by their forcible illegal incorporation into the USSR as constituent republics. On 22 June 1941 Nazi Germany attacked the USSR and within weeks occupied a significant part of it including the Baltic republics. In July 1941 the Baltic territory was incorporated into the Reichskommissariat Ostland of the Third Reich. As a result of the Baltic Offensive of 1944, Soviet Union recaptured most of the Baltic states and trapped remaining German forces in Courland pocket until their formal surrender in May 1945. The Soviet "annexation occupation" (Annexionsbesetzung or occupation sui generis) of the Baltic states lasted until August 1991 when the Baltic states regained independence. The Governments of the Baltic states, the...

Chapters: Soviet occupation of Latvia in 1940, The Holocaust in Latvia, Reichskommissariat Ostland, Occupation of Latvia by the Soviet Union 1944-1945, Latvian Legion, Destruction battalions, Courland Pocket, Occupation of the Baltic republics by Nazi Germany, Occupation of Latvia by Nazi Germany, 15th Waffen Grenadier Division of the SS, Swedish extradition of Baltic soldiers, 19th Waffen Grenadier Division of the SS, Maslenki, Latvian fleet that fought for the Allies in World War II. Excerpt: The Soviet occupation of Latvia in 1940 refers, according to the European Court of Human Rights, the Government of Latvia, the State Department of the United States of America, and the European Union, to the military occupation of the Republic of Latvia by the Soviet Union ostensibly under the provisions of the 1939 Molotov-Ribbentrop Pact with Nazi Germany. When World War II started in September 1939 with the German invasion of Poland, Latvia had already come under the Soviet sphere of influence in the Molotov-Ribbentrop Pact and its Secret Additional Protocol of August 1939. In the reassessment period of the Soviet history that began during the Perestroika, the USSR in 1989 condemned the 1939 secret protocol between Nazi Germany and herself that had led to the invasion and occupation of the three Baltic countries, including Latvia. While Russia acknowledged in a treaty with Lithuania the adverse impact by the USSR on Lithuania's sovereignty prior to the dissolution of the Soviet Union, no such acknowledgment by Russia exists with regard to Estonia or Latvia, and the central authorities of the USSR did not acknowledge occupation prior to its dissolution. After the dissolution of the Soviet Union, Latvia's sovereignty was restored in 1991. The last Soviet troops withdrew from the Republic of Latvia in August 1994. M s esam k starp...

Available in PDF, EPUB and Kindle. Book excerpt: Valdis Lumans provides an authoritative, balanced, and comprehensive account of one of the most complex, and conflicted, arenas of the Second World War. Struggling against both Germany and the Soviet Union, Latvia emerged as an independent nation state after the First World War. In 1940, the Soviets occupied neutral Latvia, deporting or executing more than 30,000 Latvians before the Nazis invaded in 1941 and installed a puppet regime. The Red Army expelled the Germans in 1944 and reincorporated Latvia as a Soviet Republic. By the end of the war, an estimated 180,000 Latvians fled to the West. The Soviets would deport at least another 100,000. Drawing on a wide range of sources--many brought together here for the first time--Lumans synthesizes political, military, social, economic, diplomatic, and cultural history. He moves carefully through traditional sources, many of them partisan, to scholarship emerging since the end of the Cold War, to confront such issues as political loyalties, military collaboration, resistance, capitulation, the Soviet occupation, anti-Semitism, and the Latvian role in the Holocaust.

Book excerpt: "Russia's recent aggression against Ukraine has disrupted nearly a generation of relative peace and stability between Moscow and its Western neighbors and raised concerns about its larger intentions. From the perspective of the North Atlantic Treaty Organization (NATO), the threat to the three Baltic republics of Estonia, Latvia, and Lithuania -- former Soviet republics, now member states that border Russian territory -- may be the most problematic of these. In a series of war games conducted between summer 2014 and spring 2015, RAND Arroyo Center examined the shape and probable outcome of a near-term Russian invasion of the Baltic states. The games' findings are unambiguous: As presently postured, NATO cannot successfully defend the territory of its most exposed members. Fortunately, it will not require Herculean effort to avoid such a failure. Further gaming indicates that a force of about seven brigades, including three heavy armored brigades -- adequately supported by airpower, land-based fires, and other enablers on the ground and ready to fight at the onset of hostilities -- could suffice to prevent the rapid overrun of the Baltic states"--Publisher's web site.
