As I did twenty years ago, I recently went to Europe to inspect schools, especially, to see what the Germans accomplished in their rural schools, and incidentally to find some educational pearls. I do not care to fill the pages of my book with laws dealing with the organization or administration of German schools, for the laws of monarchies necessarily differ from those of a republic; principles and motives under the two kinds of government are dissimilar, hence also their dissimilar laws.
