Available in PDF, EPUB and Kindle. Book excerpt: This book studies Vietnam's emergence as a major actor in Southeast Asian and global affairs. It focuses its analysis primarily on the period since 1995 when Vietnam became the seventh member of the Association of Southeast Asian Nations (ASEAN). The analysis considers the impact of the Asian financial crisis on Vietnam. The contributors explore the sea change in Vietnamese foreign policy that emerged in the late 1980s and early 1990s as Vietnam moved from dependency on the Soviet Union to a more balanced and multilateral set of external relations.

Available in PDF, EPUB and Kindle. Book excerpt: The Socialist Republic of Vietnam and the Law of the Sea analyzes Vietnam's policies on the law of the sea in relation to the country's overall foreign policy goals and its position at the center of the South China Sea geostrategic region. It examines Vietnam's claims in zones of maritime jurisdiction and its regulation of maritime activities in the context of the 1982 U.N. Convention on the Law of the Sea and against the backdrop of Vietnam's security interests, economic development, and regional leadership goals. The author explores Vietnam's maritime boundary disputes with its Southeast Asian neighbors and China and assesses their impact on regional stability. This is the first comprehensive study to trace the evolution of Vietnamese policy and participation in law of the sea development from the 1958 First U.N. Conference on the Law of the Sea to the present. The book provides the background essential to an understanding of Vietnam's current maritime relations and of the challenge to incorporate Vietnam into a stable regional order. Law of the sea specialists, Southeast Asia area specialists, and those interested in the development of Vietnam's hydrocarbon and fishery resources will find this a particularly valuable resource.

Book excerpt: Here is the first scholarly book-length analysis of Communist Vietnam's political system. Taking advantage of the unprecedented wealth of revealing documentary material published in Vietnam since 1985, Gareth Porter offers new insights into the functioning of the Socialist Republic of Vietnam and its management of the Vietnamese economy and society. He examines the evolution of the system from the time the Democratic Republic of Vietnam was founded in 1945 through the 1986-1990 period of economic liberalization and cautious political reform by the successor regime, the SRV.

It focuses on the evolution of Hanoi’s view on ASEAN, from denial to integration in the organization. Further, it reveals the reasons behind Hanoi’s decision to join ASEAN in 1995 in the context of the transformation of the overall Vietnam’s foreign policy when the Cold War ended. Relaxation of the Cold War conditions allowed Hanoi to improve understanding of ASEAN that resulted in better Vietnam-ASEAN relations and subsequent Vietnam’s membership in ASEAN. The author has had access to documents and interviewees that few other researchers can rival. And the richness of the empirical evidence of this book makes a significant contribution to the studies of Vietnam foreign relations in specific and Southeast Asian international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: In 1986, the Communist Party of Vietnam (CPV) adopted the Doi Moi (Renovation) policy at its sixth national congress, opening up a new chapter in the country’s modern history. Under Doi Moi, Vietnam has undergone significant socio-economic, political and foreign policy reforms that have transformed the country in many meaningful ways. This edited volume aims to provide an in-depth analysis of the multiple aspects and transformations of Vietnam’s foreign policy over the past thirty years. The book is divided into three sections. The first covers the broader framework of Vietnam’s foreign policymaking and the historical evolution of Vietnam’s diplomacy under Doi Moi. The second examines Vietnam’s bilateral relationships with its major partners, namely the United States, China, Japan, India, Russia, its smaller neighbours (Cambodia and Laos), and ASEAN. Finally, the book looks into two major issues in Vietnam’s current foreign policy: the management of the South China Sea disputes and the international economic integration process. As the most informative, updated and comprehensive volume on Vietnam’s foreign policy under Doi Moi, the book is a useful reference source for academics, policymakers, students as well as anyone interested in contemporary Vietnam in general and its foreign policy in particular.

Book excerpt: From the Unit Introduction: Understanding Vietnam in the 21st Century: Political, Economic, and Security Issues in the Asia/Pacific Region seeks to introduce students to policy options for U.S. and Japanese relations with Vietnam at the turn of the century. By identifying and examining these options during Vietnam's growing liberalization and integration into the world community, students will gain an awareness of U.S., Japanese, and Vietnamese perspectives on political, economic, and security issues. Lesson 1 of the unit sets the historical context for the study of contemporary U.S. and Japanese relations with Vietnam. The lesson focuses on the plight of refugees from Vietnam and their experiences in the Unites States and Japan. Lesson 2 focuses on Vietnam's politics in transition. Since South and North Vietnam were officially unified as the Socialist Republic of Vietnam in 1976, Vietnam's political situation has been in a state of transition. How the communist party-state can liberalize its economic system without weakening the dictatorship of the Party is a central question facing the government of Vietnam. In this lesson, students will be introduced to this transition through a series of small group activities. Lesson 3 examines Vietnam's economy in transition. This lesson introduces students to some challenges, obstacles, and achievements of Vietnam's economy in transition. Vietnam's reform policy of doimoi (intended to reduce the role of the state in the economy, respect the market, favor private enterprise, and welcome global traders and investors) is examined through a simulation. Lesson 4 introduces students to issues related to U.S. policy toward Vietnam, with a focus on normalization. On July 11, 1995, President Clinton announced his intention to establish full diplomatic relations with Vietnam. Issues (e.g., MIA/POW, trade, human rights, security) affecting these diplomatic relations are explored. Lesson 5 introduces students to issues related to Japan-Vietnamese relations, with a focus on foreign aid. Japanese foreign aid to Vietnam serves as a case study. Students learn about Vietnams' position on Japan's official development aid and the priority areas of Japan's official development aid, as well as analyze projects in Vietnam funded with Japanese aid. Finally, lesson 6 examines important future areas of cooperation and competition in U.S. and Japanese relations with Vietnam, specifically related to the Association of Southeast Asian Nations (ASEAN). Vietnam is ASEAN's seventh and newest member. This lesson introduces students to U.S. and Japanese perspectives on Vietnam's entry and role in ASEAN.--page 2.

Book excerpt: In February 1979, China launched a full scale attack on Vietnam bringing to the surface the deep tension between the two socialist neighbours. The importance of the resultant war is often overlooked. Millions of people throughout the region were affected, and the frictions that remain in the wake of the war threaten the prospects for peace not only in Southeast Asia, but also the whole Asia-Pacific region as well. This is a full scale examination of the 1979 Sino-Vietnamese War - the events that led to it, the Cold War aftermath, and the implications for the region and beyond.
