Book excerpt: The Association of Southeast Asian Nation (ASEAN) was created as early as 1967 but ASEAN economic cooperation moved in a lackluster pace with few concrete accomplishments. To move the organization from its benign state of economic cooperation, the member states signed in 1992 the agreement on ASEAN Free Trade Area (AFTA) which is to be fully realized by the year 2003. Although agricultural products were initially excluded from the agreement to protect a sensitive sector like agriculture from open regional competition, the member states decided to include them in AFTA in 1995. Through application of a spatial price equilibrium model, the effects of AFTA on demand, supply, prices and trade of selected agricultural products in ASEAN countries and their major trading partners were analyzed. The spatial characteristic of the model analysis facilitated simulation of trade flows and thus provided insights on the possible changes in intra- and extra-ASEAN trade.

Book excerpt: The formation of the ASEAN Free Trade Area (AFTA), agreed upon at the Fourth ASEAN Summit in January 1992, reflects both developments within ASEAN and the changing international economic and political environment. Rapid industrialization in all the ASEAN countries has given rise to greater intra-ASEAN trade. Such trade has also become more complementary than competitive. In the international sphere, the emergence of regional trading blocs such as the Single European Market (SEM) and the recently concluded North American Free Trade Agreement (NAFTA) have also had a major impact on ASEAN's perceptions of a global trading system. Fears of trade and investment diversion, coupled with increasing competition for foreign direct investments, have forced ASEAN to forge closer economic ties amongst its members. This timely volume focuses on the issues concerning the practical aspects of implementation of AFTA, and the ways and means of bringing AFTA to fruition within the 15 year frame. In addition, broader global and regional issues are analysed to provide a more comprehensive discussion of the prospects and problems of AFTA.

Available in PDF, EPUB and Kindle. Book excerpt: The decision to establish the ASEAN Free Trade Area (AFTA) was initially met with widespread enthusiasm. Some of this enthusiasm has since dissipated as all countries except Singapore have voiced concerns regarding the ability of sensitive industries to compete in the new protection-free environment. Underlying these concerns is the view that the evolving pattern of trade will be more complementary, or that inter-industry of net trade will dominate intra-industry trade. This study employs a new methodology to analyse the dynamics of trade in the ASEAN countries as they approach the deadline of AFTA, with a view to identify likely adjustment costs associated with liberalizing their trade.

Book excerpt: Diploma Thesis from the year 2005 in the subject Business economics - General, grade: 2,0, University of Applied Sciences Constanze, language: English, abstract: This thesis tackles the topic of AFTA and its impact on the automotive world for ASEAN and Non-ASEAN member countries. It also emphasizes the importance of the growing economic regionalism in Asia. The first section set the basics by explaining what is ASEAN and the ASEAN free trade area. The second section describes the automotive background of AFTA member countries and their automotive tariff structure, before and after AFTA was implemented. The third section handles free trade agree-ments of ASEAN or bilateral ones with ASEAN members. The fourth and final section draws a picture of the future, in forecasting scenarios based on information in previous chapters. The paper concludes with an outline of ASEAN free trade agreement’s outcomes and future prospects for the automotive industry. AFTA may just be a steppingstone to wider automotive markets but that is likely to go beyond ASEAN intra-regional trade. This is relevant as it is becoming intertwined with the world’s economy and affecting it in the upcoming years.

Book excerpt: Seminar paper from the year 2006 in the subject Politics - International Politics - Topic: International Organisations, grade: 1,3, King s College London, course: The Business Environment in the Asia-Pacific, 15 entries in the bibliography, language: English, abstract: This book analyses and evaluates the question, in how far the creation of the Asian Free Trade Area (AFTA) brought economic benefits to the ASEAN country Vietnam. To evaluate this question the impacts of AFTA on Vietnam's trade and their foreign direct investment (FDI) are evaluated and in a further step the question analysed in how far AFTA can affect the government income revenues of Vietnam. For the analysis of AFTA's impact on Vietnams' trade, the trade structure of Vietnam will be analysed. In general it can be said that for Vietnam the accession to AFTA is a very important step in their transition process to a more market economy. Furthermore it is a major step in Vietnams' integration in the world economy. Especially the access of Vietnamese firms to a huge market such as ASEAN seems to be very advantageous. In the case of foreign direct investments, the question is if AFTA is seen by foreign firms and investors as a positive factor which would lead to investments in Vietnam or if it does not change the situation or if it has even a negative impact on the FDI due to the reason that the industries are not protected anymore by the tariffs and quotas. A further question to analyse is the origin of the FDI, this means if the major part comes from the ASEAN countries or if it has also any effects on other countries. This book primarily targets researchers and readers interested in organisations and the Vietnamese economy.

Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Available in PDF, EPUB and Kindle. Book excerpt: Verico discusses the ASEAN economic integration from dual perspectives of time span (trade, investment and finance) and framework (bilateral, sub-regional, regional and regional plus). The work is a comprehensive study of the integration in the wake of the ASEAN Economic Community (AEC)’s inauguration in late 2015. Examining various economic agreement levels from the ASEAN Free Trade Area (AFTA), Bilateral Free Trade Agreement (BFTA) and the AEC to financial integration in ASEAN, Verico attempts to envisage the future of ASEAN in completing its regional economic integration from trade to investment and finance. Verico argues that, in the absence of a customs union, ASEAN must utilize the open-regionalism frameworks of the ASEAN Plus One, ASEAN Plus Three, Regional Comprehensive Economic Partnership and others in order to shift its economic integration level in this way.

Book excerpt: The authors provide an overview of the preferential rules of origin in East Asia, highlighting the aspects that might possibly generate some trade-chilling effects. They review characteristics of existing preferential trade agreements with special emphasis on lessons from the European experience, and analyze some important features of the existing rules of origin in East and South-East Asian regional integration agreements. The empirical analysis of the effectiveness of preferentialism on intra-regional trade flows focuses on the ASEAN Free Trade Area (AFTA), with the aim of providing a rough estimate of the costs of requesting preferences. The results suggest that preferential tariffs favorably affect intra-regional imports only at very high margins (around 25 percentage points). This points to the likelihood of high administrative costs attached to the exploitation of preferences, particularly with regard to the compliance with AFTA's rules of origin.

Their characteristics and performance vary widely: some are highly legalistic and bureaucratic, while others are informal and flexible. They also differ in terms of inclusiveness, decision-making rules and commitment to the non-interference principle. This is the first book to offer a conceptual framework for comparing the design and effectiveness of regional international institutions, including the EU, NATO, ASEAN, OAS, AU and the Arab League. The case studies, by a group of leading scholars of regional institutions, offer a rigorous, historically informed analysis of the differences and similarities in institutions across Europe, Latin America, Asia, Middle East and Africa. The chapters provide a more theoretically and empirically diverse analysis of the design and efficacy of regional institutions than heretofore available.

The author argues that in practice the free trade area of ASEAN is a failure and that, unless AFTA leaders take serious measures to improve it, it will change from being "not that useful" into being completely "useless." ASEAN is of great importance to Singapore, the region and the world. In 1967, the Association of Southeast Asian Nations, or ASEAN in short, was founded by five countries in Southeast Asia which had just gained independence from their former colonial masters, united by a determination for the region to live in peace and stability. Singapore was one of the five founding members of ASEAN, together with Indonesia, Malaysia, Philippines and Thailand. The grouping was joined later by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and finally, Cambodia (1999). ASEAN is today a very successful inter-governmental organization which promotes peace, stability, economic development and regional integration. This volume brings together 46 essays written by Singaporeans who have played a part in the partnership between ASEAN and Singapore. The reader will be able to glean an insight into the workings of ASEAN and Singapore's contributions to ASEAN through the lens of diplomats, academics, civil society leaders and officials. Book excerpt: Inhaltsangabe:Abstract: Until the 1990s, the Association of Southeast Asian Nations (ASEAN) had a long, however unsuccessful tradition of promoting regional economic development through inter-governmental cooperation. This changed in 1992 with the foundation of the ASEAN Free Trade Area (AFTA), which is regarded as ASEAN s first serious step towards regional economic integration. AFTA s aim is to abolish trade barriers among the participating countries, be it tariffs or non-tariff barriers. The member countries are therefore required to liberalize their economies through adjustments of their domestic tariff systems and through the elimination of non-tariff barriers (NTBs). The formerly high degrees of economic protection have to be gradually reduced and ultimately abolished completely measures, that the ASEAN member states were long unwilling to implement. Hence, ASEAN s decision to found AFTA in 1992 was very sceptically perceived by the international community. Indeed, the development of AFTA displays two contrary characteristics. On the one hand, the ASEAN members decided to accelerate the implementation of AFTA by five years and complemented it with two additional programmes, the ASEAN Investment Area (AIA) and the ASEAN Framework Agreement on Services (AFAS). On the other hand, the institutional design of AFTA provides the member countries with a high degree of flexibility to prolong or delay the process of implementation and re-negotiate commitments already made. Two conclusions can be drawn from the above stated developments: On the hand, the signing of the AFTA framework in 1992 clearly indicates a major shift in the member states attitude towards regional economic integration. Moreover, the initially quick implementation of the original agreement, as well as its acceleration by five years and the inclusion of those potentially contentious issue areas namely trade in unprocessed agricultural products and in services which the member countries had excluded from the original AFTA framework, underline this shifting attitude towards regional economic integration. On the other hand, some member states delayed the implementation of tariff reductions and the negotiation of sensitive products, indicating that they were not equally committed to the process of implementation. These conclusions lead to the two research questions that this thesis answers: Firstly, why did the Southeast Asian states change their preferences towards regional [...]

Book excerpt: This publication displays the menu for choice of available methods to evaluate the impact of Free Trade Agreements (FTAs). It caters mainly to policy makers from developing countries and aims to equip them with some economic knowledge and techniques that will enable them to conduct their own economic evaluation studies on existing or future FTAs, or to critically re-examine the results of impact assessment studies conducted by others, at the very least.
