Available in PDF, EPUB and Kindle. Book excerpt: Increasingly, since the end of Desert Storm, the Army National Guard (ARNG) has conducted more overseas missions with fewer resources. In operations since the events of 9/11, mobilizations are at their highest levels since World War II. The ARNG has done this using a "Cold War" force structure and mobilization process to "call-up" units and individuals "as needed" while simultaneously supporting domestic missions. Most agree that the ARNG must change to meet the expectation that it is now required as an operational force vice a strategic reserve. The primary question this monograph seeks to answer is as follows: How should the ARNG change to meet this new role? Some advocate a return to a strategic reserve role or specializing portions of the ARNG to meet specific needs in Stability and Civil Support Operations. The Army is suggesting transforming the ARNG through three initiatives that will provide a capabilities-based solution vice specializing force structure for specific missions. The ARNG transformation approach appears to provide the best solution for operating in the new environment. However, for this transformation to be functional, the Army and the ARNG must overcome traditional issues based on their relationship that dates back to the early 20th Century. The ARNG fills a dual role and has an expectation to respond to domestic as well as foreign contingencies. The operational nature of the ARNG now requires that domestic mission planning receive the priority that overseas contingencies receive to allow alignment of resources with tasks across the spectrum of operations. Further, the Army must resource the ARNG to its full level of requirements vice the previous method of tiered funding. Addressing these two issues allows the transforming ARNG to function properly as an operational force as required for national security.

Book excerpt: The National Guard is an integral part of the military's operational force deployed around the world, and a first responder in case of a catastrophic disaster in the United States. The use of the Army National Guard has been evolving over the last decade, but for many of those years it has lacked modern equipment to conduct its federal and domestic missions. The September 11, 2001 attacks initiated the transformation of the Army National Guard for the 21st century. Over 255,000 National Guardsmen have deployed to either Iraq or Afghanistan as part of the Operational Force in support of the Regular Army. The multiple deployments for each contingency have depleted and worn out the Army National Guard, especially its equipment. The shortage of equipment throughout the Army National Guard has impacted its abilities to respond to domestic missions. While the Army National Guard augments the Regular Army, nondeployed units continue to execute their domestic missions in Homeland Defense, Homeland Security, and Civil Support. The response to Hurricane Katrina sparked renewed debate over the National Guard's domestic and federal missions and its equipment shortages. Hurricane Katrina made it evident the past several years that the Army National Guard's response to domestic missions has been hampered by the lack of proper equipment and the condition of equipment it has on hand. This paper explores the complexity of defining the National Guard's domestic and federal missions. Furthermore, it provides the background of equipment shortages found throughout the National Guard. The research reveals how the Army Force Generation model provides predictability for guardsmen about their potential deployment schedule; however, the model does not take into account the Army National Guard's domestic mission. The way forward for the Army National Guard to improve its execution of federal and domestic mission is the integration of dual-use equipment. This addition of dual-use equipment sets would increase the readiness posture of the Army National Guard. Finally, this paper provides recommendations on the future readiness of the Army National Guard to execute its dual missions. The National Guard's dual missions need to be refined clearly to articulate roles and responsibilities because there are several interpretations as what an Operational Force should be and how it should be resourced. In addition, the difficulty for the Army National Guard to delineate between Homeland Defense, Homeland Security, and support to Civil Authorities missions is complicated. Therefore, resourcing the Army National Guard to execute these missions will strengthen our nation's defenses at home and abroad.

Technology and globalization of commerce and communications have contributed to the shortening of that distance in a number of ways. If the US is to continue in the future to operate from a position of overwhelming military advantage to support our strategic objectives, defense transformation is necessary, and the National Guard needs to be a strategic partner in it. The Army is in the process of transforming to a future, more relevant, and ready Army, while it continues to fight a war on terrorism in the Middle East. The Army National Guard, as a major part of this total Army transformation effort, must undergo transformational changes to remain "ready, reliable, essential, and accessible," as the Chief of the National Guard Bureau, H. Steven Blum, says, in both their federal and state missions. This paper will examine the historical evolution of past integration strategies that the Army employed with its reserve components and describe the obstacles encountered when it was put to the test. The Department of Defense (DOD), particularly the Army's transformation strategy, has gone a long way to address these obstacles and many others to ensure success in today's strategic environment. This research will show that the Army National Guard can meet its goal of being "ready, reliable, essential, and accessible" partners in our nation's defense.

At that time its purpose was to organize a defense of the local citizenry using the manpower available from the general populace. In the subsequent 350 years, the requirement for local defense has been intermittent. During the same 350 years the State Militias/National Guard Forces have participated in concert with the Regular Army Forces in numerous National Defense Activities. Now in 2001,the Army is undergoing transformation with the objective of becoming a more deployable full-spectrum force. The Army National Guard is fully included in the Department of the Army's transformation plan. However, some issues require further exploration for the Army Guard's utility to be fully developed. These issues include the continued need to respond to State missions as well as the need for specialized units. The attacks on September 11th have shown that the 350-year-old requirement of defending local populations still exists. The attack aftermath has shown the continued significance of a National Guard prepared to respond to State missions. The Federal mission of the Army National Guard calls for the Guard to be an adjunct to the Active Army. Under previous strategies the Army National Guard's ability to be deployed and specialized capabilities have been taken into account (strategic hedge, counterattack force, etc%) This project will discuss the implications of transforming the Army National Guard. Discussion will include ideas toward developing a framework in which the Army Guard transforms to a force that is vital to the Total Army, can take advantage of its specialized capabilities, and retains the ability to perform State missions.

The paper will examine factors bearing on change including the Contemporary Operating Environment and transformation efforts within the Departments of Defense and the Army. This paper will also consider the growing demands for an operational reserve for federal forces balanced with the needs for Homeland Security, a major area of consideration since the attacks on the United States on September 11, 2001. This paper recommends both conceptual and practical actions to speed cultural change in the National Guard necessary for successful strategic transformation.

The purpose of this paper is to address the historic role of the ARNG and to discuss the recent shift in policy surrounding the use of the RC and ARNG in last decade for international Peacekeeping Operations. It will examine the changing role of the ARNG as it relates to Homeland Security (HLS). Furthermore it will discuss current and future ARNG force structure and make recommendations that will assist in defining the future part the ARNG will play in the National Military Strategy and in as we enter the 21st century.
