However, our history, the current reductions in budget and force structure, problems in training multifunctional logisticians, and our experience with centralized DoD logistics agencies support the position that a LOGCOM is not needed. Each CINC's area of operations is unique. Each CINC has an adequate plan for logistics command and control during contingencies in his area of operations that conforms with METT-T. As the services struggle with downsizing and increased optempo, there is a search for efficiencies. A major reorganization of logistics command and control, when the evidence suggests that logistics command and control is not a problem, will not necessarily produce more efficient organizations. Increased efficiency should be obtained by reengineering and streamlining current processes.

Book excerpt: Joint Publication 4.0, Doctrine for Support of Joint Operations states the art of logistics requires the integration of sustainment efforts to support the employment concept of a geographic combatant commander. Each service supports its forces assigned to a combatant commander unless otherwise directed or by existing agreements between the services. Effective integration of logistics is required to effectively support the plan, to prioritize resources, and to prevent duplication of effort among the services. Historically logistical support to joint operations has been problematic. Theater support organizations were largely ad hoc organizations and priorities for scarce resources were matters of contention between the services. Competing logistics systems of the services were often redundant and costly. The joint staff proposed establishment of a Joint Theater Logistics Command and Control organization to prioritize scarce resources, to capitalize on the capabilities of each service, and to eliminate duplication of effort by the services. Similar to a Theater Army Area Command, the organization would have tasking authority over the logistics forces of the services. The primary purpose of this organization would be common logistics support to all of the services. The Army Theater Support Command (TSC) serves as the Army Service Component Commander's single point of contact to sustain Army forces. The TSC is also designed to provide common logistics support to the other services. Under most circumstances the Army will be either the most capable service or the dominant user of logistical supplies and services. The geographic combatant commander has the authority to designate a service as lead agent for common logistics support. An historical review indicates that although joint logistical operations have not been very efficient, they have been very effective.

Distribution is a critical element of joint operations that enables projection and sustainment of military power, and is the operational process of synchronizing all elements of the logistic system to support the geographic combatant commander (GCC). It includes the ability to plan and execute movement of forces for deployment and redeployment as well as sustainment and retrograde. Military operations are conducted in a complex, interconnected, and global operational environment characterized by uncertainty; they are also distributed and conducted rapidly and simultaneously across multiple joint operations areas within a single theater or across boundaries of more than one GCC and can involve a variety of military forces, multinational and other government organizations. The joint logistics environment (JLE) within this operational environment consists of conditions, circumstances, and influences affecting employment of logistic capabilities at the strategic, operational, and tactical levels of war, and includes the full range of logistic capabilities, stakeholders, and end-to-end processes. Joint distribution operations are a subset of joint logistics. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, the Services, and other support agencies and organizations. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. Moreover, no study has looked at this question from the unique perspective of the mobility air forces (MAF), and their role in joint theater leadership. This study grappled with the question of joint theater logistics command and control, especially from the MAF point of view. It looked at whether there can be a logistics component, if it could bring any benefit to the CINC, and finally, how the mobility air forces would be effected. A logistics component can exist: U.S. law allows a logistics component and doctrine supports its creation as an option for the CINC, OPERATIONS DESERT STORM, RESTORE HOPE and JOINT ENDEAVOR show that the U.S. has successfully used a theater logistics organization and that the concept works. These same examples also show how an ad hoc organization has serious shortfalls in the support it can provide. Current leadership is pursuing theater logistics implementation as shown by joint vision statements and the logistics plans of the various CINCs.
