Training Package developers can use the ACSF to ensure that the core skills associated with competency standards are articulated clearly and adequately addressed as part of unit design and descriptions. Book excerpt: This is the final report of a project commissioned in 2020 by the then Department of Education, Skills and Employment to review the Australian Core Skills Framework (ACSF) and Digital Literacy Skills Framework (DLSF) and tools available to support assessment using these frameworks. The review explored the development and history of the ACSF and DLSF, their use and application in the Australian context and examined features of selected international adult skills frameworks and curriculum. Through this desktop research and range of consultation activities with stakeholders, the Australian Council for Educational Research (ACER) has investigated current use of the ACSF and DLSF and identified issues that indicate a need for framework reform or change. This report documents the findings from the review and proposes recommendations that will better position the frameworks to support agile responses to swiftly changing skill needs. The first main recommendation is to consider the Digital Capability Framework (when available) as a replacement for the DLSF. The second is to continue to maintain the ACSF as the pre-eminent Australian framework for language, literacy and numeracy (LLN). [Abstract, ed]

Book excerpt: In August 2013, the Australian Government released the Core Skills for Work Developmental Framework. The Framework describes a set of non-technical skills, knowledge and understandings that underpin successful participation in work. The Framework provides a mechanism for program developers, assessors, curriculum and resource writers to more clearly articulate the employability skills needed for work. The generic and employability skills are grouped into three categories: navigating the world of work, interacting with others, getting the work done. Each category is broken into focus areas and each focus area is divided into five performance levels. Each performance level describes the kind of things that some knows, understands and can do at each stage of performance. Table of contents: * Introduction to the Core Skills Framework * Background to the development of the Core Skills Framework * Purpose of the Core Skills Framework * Concepts underpinning the Core Skills Framework * Structure of the Core Skills Framework * Using the Core Skills Framework * Performance features tables.

Available in PDF, EPUB and Kindle. Book excerpt: "The second edition of the Global Education Monitoring Report (GEM Report) presents the latest evidence on global progress towards the education targets of the UN Sustainable Development Goals. With hundreds of millions of people still not going to school, and many not achieving minimum skills at school, it is clear education systems are off track to achieve global goals. The marginalized currently bear the most consequences but also stand to benefit the most if policy-makers pay sufficient attention to their needs. Faced with these challenges, along with tight budgets and increased emphasis on results-oriented value for money, countries are searching for solutions. Increased accountability often tops the list. The 2017/8 GEM Report shows the entire array of approaches to accountability in education. It ranges from countries unused to the concept, where violations of the right to education go unchallenged, to countries where accountability has become an end in itself instead of a means to inclusive, equitable and high-quality education and lifelong learning for all. The report emphasizes that education is a shared responsibility. While governments have primary responsibility, all actors - schools, teachers, parents, students, international organizations, private sector providers, civil society and the media 0́3 have a role in improving education systems. The report emphasized the importance of transparency and availability of information but urges caution in how data are used. It makes the case for avoiding accountability systems with a disproportionate focus on narrowly defined results and punitive sanctions. In an era of multiple accountability tools, the report provides clear evidence on those that are working and those that are not."--Back cover.

Book excerpt: Over the last two decades, an increasingly economistic discourse has dominated discussions about adult literacy and numeracy. This book provides critiques of, and alternative narratives to the dominant discourse. Authors provide tools and methodologies of critique, including ways of seeing how policies in the countries of focus come to be captured almost completely by the interests of business and industry, as well as how to critically interpret the data that policy makers use to justify their priorities. But adult literacy and numeracy practitioners and learners find spaces and places to pursue learning that matters for the lived experiences of adults and their communities. Beyond Economic Interests presents the struggles and achievements of practitioners and learners that lead the readers of the book to critically appreciate that a counter narrative to the purely economistic discourse of adult literacy and numeracy is much needed, and possible.

These skills are needed to communicate at work, at home and in the community and are recognised as being critically important for individuals to continue to learn across their lifetime. The ACSF provides a reference point and consistent language for describing and discussing performance within the five core skill areas. It is used for a variety of purposes by government, training providers and industry audiences. ... This guide shows you how the ACSF can be used to: document workplace core skill requirements; review your internal systems and processes for their core skill demands; communicate with your workforce about core skills and their importance, and; outline your core skill needs to trainers and training providers."--Introducing the Australian Core Skills Framework (ACSF)
