The collapse of the Soviet Union in 1991 left its nearly 30,000 nuclear weapons spread over the territories of four newly sovereign states: Belarus, Kazakhstan, the Russian Federation, and Ukraine. This collapse cast a shadow of profound ambiguity over the fate of the world's largest arsenal of the deadliest weapons ever created. In Inheriting the Bomb, Mariana Budjeryn reexamines the history of nuclear predicament caused by the Soviet collapse and the subsequent nuclear disarmament of the non-Russian Soviet successor states. Although Belarus and Kazakhstan renounced their claim to Soviet nuclear weapons, Ukraine proved to be a difficult case: with its demand for recognition as a lawful successor state of the USSR, a nuclear superpower, the country became a major proliferation concern. And yet by 1994, Ukraine had acceded to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) as a non-nuclear-weapon state and proceeded to transfer its nuclear warheads to Russia, which emerged as the sole nuclear successor of the USSR. How was this international proliferation crisis averted? Drawing on extensive archival research in the former Soviet Union and the United States, Budjeryn uncovers a fuller and more nuanced narrative of post-Soviet denuclearization. She reconstructs Ukraine's path to nuclear disarmament to understand how its leaders made sense of the nuclear armaments their country inherited. Swords and Sustenance explores the complex economic dimension of national security for two key post-Soviet countries, Belarus and Ukraine—that is, how they have dealt with the challenges posed by internal economic and political reform and their relationships with Russia and the West. The book first examines how differing commitments to economic and political reform (reform is largely absent in Belarus) affect Belarusian and Ukrainian approaches to security. In fact, the Soviet government spent billions of rubles and hard currency to fund a hugely expensive weapons program that added nothing to the country’s security. This history is the first attempt to understand the broad scope of the USSR’s offensive biological weapons research—its inception in the 1920s, its growth between 1970 and 1990, and its possible remnants in present-day Russia. We learn that the U.S. and U.K. governments never obtained clear evidence of the program’s closure from 1990 to the present day, raising the critical question whether the means for waging biological warfare could be resurrected in Russia in the future. Based on interviews with important Soviet scientists and managers, papers from the Soviet Central Committee, and U.S. and U.K. declassified documents, this book peels back layers of lies, to reveal how and why Soviet leaders decided to develop biological weapons, the scientific resources they dedicated to this task, and the multitude of research institutes that applied themselves to its fulfillment. We learn that Biopreparat, an ostensibly civilian organization, was established to manage a top secret program, code-named Ferment, whose objective was to apply genetic engineering to develop strains of pathogenic agents that had never existed in nature. Leitenberg and Zilinskas consider the performance of the U.S. intelligence community in discovering and assessing these activities, and they examine in detail the crucial years 1985 to 1992, when Mikhail Gorbachev’s attempts to put an end to the program were thwarted as they were under Yeltsin.
