William Morell came to New England In 1623, and remained one year; Wil iiam Wood, about the same time, made a short visit to Boston. It does not appear that either of them ever wrote a line here, or intended to settle heie; but both are formally introduced as American authors William Vaughan, who visited Newfoundland, but never touched the soil of what Is now the United States, is also treated as an American author, in two columns of biography and criticism. Captain John Smith was in Virginia and along the coast previous to 1615, and six columns are devoted to his achievements in American literature. Soon after, we have a life of Rev. Samuel Ward, of Ipswich, England, with a part of one of his sermons, preached and printed in England, although this Rev. Samuel Ward was never in America, never wrote a syllable about America, or, so far as we are informed, knew of the discovery or existence of this continent. Another Ward, of whom there is a long account - Nathaniel - did, when between sixty and seventy years of age, come to Massachusetts Bay, and after his return home, where he lived still many years, wrote several volumes, in some of which there are allusions to his visit this side the Atlantic. Gl'he first proposed to add after the we sub'eet only to the constitution of the United States, in section 14, the following clause Under which the people of the territory through their appropriate representatives may, if they see fit, prohibit the existence of slavery therein) This was rejected, yeas 10, na 8 86. The second proposed to give practical c act to the principle of popular sov ereignty by providing for the election by the people of the territory of their own governor, judges, and secretary, instead of leaving, as in the bill, their appointment to the federal ex ecutive. This was defeated, yeas 1 0, nays 80. He then proposed an amendment of the boundary, so as to have but one territory, named Nebraska, instead of two entitled respec tively Nebraska and Kansas. This was rejected, yeas 8, nays 84. His opposition to the bill was ended by a final and earnest retest against it on the night of its pangs. Hile thus vigilant in maintaining his principles on the slavery ques tiqn, Mr. Chase was constant in the discharge of the general duties of his position. To divorce the federal government from all connection with slavery; to confine its action strictly within con stitntional limits; to uphold the rights of indi viduals and of the states; to foster with equal care all the great interests of the country, and to secure an economical administration of the national finances, were the general aims which he endeavored, both by his votes and his sggeches, to promote. On the interests of the est he always kept a watchful eye, claiming that the federal treasury should de fray the expense of providing for the safety of navigation on our great inland seas, as well as on the Atlantic an Pacific coasts, and advocat ing liberal aid by the federal government to the construction of a railroad to the Pacific by the best, shortest, and cheapest route. He was an earnest supporter of the policy of the free homestead movement, in behalf of which he expressed his views during the first session of his term, on presenting a petition for grant ing the public ands, in limited quantities, to actual settlers not possessed of other land. He was also an early advocate of cheap postage, and an unwearied o ponent of extravagant ap propriations - In J y, 1855, Mr. Chase was nom.
