Beginning with the loyalty politics of World War I, Alex Goodall traces the course of American countersubversion as it ebbed and flowed throughout the first half of the twentieth century, culminating in the rise of McCarthyism and the Cold War. This sweeping study explores how antisubversive fervor was dampened in the 1920s in response to the excesses of World War I, transformed by the politics of antifascism in the Depression era, and rekindled in opposition to Roosevelt's ambitious New Deal policies in the later 1930s and 1940s. Identifying varied interest groups such as business tycoons, Christian denominations, and Southern Democrats, Goodall demonstrates how countersubversive politics was far from unified: groups often pursued clashing aims while struggling to balance the competing pulls of loyalty to the nation and liberty of thought, speech, and action. Meanwhile, the federal government pursued its own course, which alternately converged with and diverged from the paths followed by private organizations. By the end of World War II, alliances on the left and right had largely consolidated into the form they would keep during the Cold War. Anticommunists on the right worked to rein in the supposedly dictatorial ambitions of the Roosevelt administration, while New Deal liberals divided into several camps: the Popular Front, civil liberties activists, and embryonic Cold Warriors who struggled with how to respond to communist espionage in Washington and communist influence in politics more broadly. Rigorous in its scholarship yet accessible to a wide audience, Goodall's masterful study shows how opposition to radicalism became a defining ideological question of American life.

Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. In this wide-ranging study, John Perry examines the roots of our thinking on religion and politics, placing the early-modern founders of liberalism in conversation with today's theologians and political philosophers. From the story of Antigone to debates about homosexuality and bans on religious attire, it is clear that liberalism's promise to solve all theo-political conflict is a false hope. The philosophy connecting John Locke to John Rawls seeks a world free of tragic dilemmas, where there can be no Antigones. Perry rejects this as an illusion. Disputes like the culture wars cannot be adequately comprehended as border encroachments presided over by an impartial judge. Instead, theo-political conflict must be considered a contest of loyalties within each citizen and believer. Drawing on critics of Rawls ranging from Michael Sandel to Stanley Hauerwas, Perry identifies what he calls a 'turn to loyalty' by those who recognize the inadequacy of our usual thinking on the public place of religion. The Pretenses of Loyalty offers groundbreaking analysis of the overlooked early work of Locke, where liberalism's founder himself opposed toleration. Perry discovers that Locke made a turn to loyalty analogous to that of today's communitarian critics. Liberal toleration is thus more sophisticated, more theologically subtle, and ultimately more problematic than has been supposed. It demands not only governmental neutrality (as Rawls believed) but also a reworked political theology. Yet this must remain under suspicion for Christians because it places religion in the service of the state. Perry concludes by suggesting where we might turn next, looking beyond our usual boundaries to possibilities obscured by the liberalism we have inherited.

Book excerpt: Domestic and international development strategies often focus on private ownership as a crucial anchor for long-term investment; the security of property rights provides a foundation for capitalist expansion. In recent years, Thailand's policies have been hailed as a prime example of how granting formal land rights to poor farmers in low-income countries can result in economic benefits. But the country provides a puzzle: Thailand faced major security threats from colonial powers in the nineteenth century and from communism in the twentieth century, yet only in the latter case did the government respond with pro-development tactics. In Land and Loyalty, Tomas Larsson argues that institutional underdevelopment may prove, under certain circumstances, a strategic advantage rather than a weakness and that external threats play an important role in shaping the development of property regimes. Security concerns, he find, often guide economic policy. The domestic legacies, legal and socioeconomic, resulting from state responses to the outside world shape and limit the strategies available to politicians. While Larsson's extensive archival research findings are drawn from Thai sources, he situates the experiences of Thailand in comparative perspective by contrasting them with the trajectory of property rights in Japan, Burma, and the Philippines.
