Book excerpt: In October 1990 the Commonwealth government adopted an interim planning target of stabilising emissions of carbon dioxide, methane and nitrous oxide at 1988 levels by the year 2000 and reducing these emissions by 20 per cent by 2005. In setting these targets, the government has indicated that Australia will not adopt measures which would have net adverse economic impacts nationally or would damage Australia's trade competitiveness in the absence of similar action by major greenhouse gas producing countries. Subsequent research and policy debate on the economic implications of greenhouse policy has focused on the aggregate impacts on the Australian economy of various policies. Relatively little attention has been paid to the potential impacts on specific industries. Assessment of such impacts will become increasingly important as the policy debate continues to develop up to and following the United Nations Conference on Environment and Development (UNCED) to be held in Brazil in 1992 which is to consider an international framework convention on limiting emissions of greenhouse gases into the atmosphere. The Australian aluminium industry is an industry for which the outcome of the greenhouse policy debate is critically important. As a very large consumer of electricity, largely generated from coal, Australia's aluminium industry can expect to be substantially affected by the adoption of measures designed to stabilise greenhouse gas emissions. This would be a consequence of a rise in Australian costs of production relative to those of aluminium producers elsewhere in the world who are dependent on hydroelectricity and nuclear energy. The issue is made all the more important from a national perspective when it is realised that aluminium is an industry which earns around.
