Book excerpt: Urbanisation and long-lasting civil wars and conflict mean that the demographic pattern in Sudan is changing drastically. Nevertheless, 60%-80 % of Sudanese engage in subsistence agriculture. Agriculture remains a crucial sector in the economy as a major source of raw materials, food and foreign exchange. It employs the majority of the labour force, and serves as a potential vehicle for diversifying the economy. However, no rigorous studies have explained productivity in this sector in relation to food security. The situation has worsened because agriculture in particular has been neglected since the advent of oil production in the early 2000s. Moreover, Sudan's agricultural growth has been unbalanced, with the majority of irrigated agriculture concentrated in the Centre and a huge disparity in development indicators between the best- and worst-performing regions.Thus, studies show that the vast majority of Sudanese are reported to be food insecure, especially internally displaced persons and in conflict regions such as Darfur, Kordofan and other regions.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

This book explores this history of ensuing conflict, examining why Sudan failed to sustain a successful modern post-colonial state. The book goes on to consider in detail the various attempts to end Sudan’s conflicts and initiate political and economic reconstruction, including the failure which followed the Addis Ababa agreement of 1982 and the more recent efforts following the Nivasha agreement of 2005 which ended the civil war in the south. It critically examines how reconstruction has been envisioned and the role of the various major players in the process: including donors, NGOs, ex-combatants and the central state authority. It argues that reconstruction can only be successful if it takes into account the fundamental and irreversible transformations of society engendered by war and conflict, which in the case of Sudan includes the massive rural to urban population flows experienced during the years of warfare. It compares possible future scenarios for Sudan, and considers how the obstacles to successful post-conflict reconstruction might best be overcome. Different forms of insect farming and soilless crop farming, or hydroponics, have existed for centuries. In this report the authors make a persuasive case that frontier agriculture, particularly insect and hydroponic farming, can complement conventional agriculture. Both technologies reuse society's agricultural and organic industrial waste to produce nutritious food and animal feed without continuing to deplete the planet's land and water resources, thereby converting the world's wasteful linear food economy into a sustainable, circular food economy. As the report shows, insect and hydroponic farming can create jobs, diversify livelihoods, improve nutrition, and provide many other benefits in African and fragile, conflict-affected countries. Together with other investments in climate-smart agriculture, such as trees on farms, alternate wetting and drying rice systems, conservation agriculture, and sustainable livestock, these technologies are part of a promising menu of solutions that can help countries move their land, food, water, and agriculture systems toward greater sustainability and reduced emissions. This is a key consideration as the World Bank renews its commitment to support countries' climate action plans. This book is the Bank's first attempt to look at insect and hydroponic farming as possible solutions to the world's climate and food and nutrition security crisis and may represent a new chapter in the Bank's evolving efforts to help feed and sustain the planet.
