Book excerpt: This classic text, originally published in 1948, is a study of the public administration movement from the viewpoint of political theory and the history of ideas. It seeks to review and analyze the theoretical element in administrative writings and to present the development of the public administration movement as a chapter in the history of American political thought. The objectives of The Administrative State are to assist students of administration to view their subject in historical perspective and to appraise the theoretical content of their literature. It is also hoped that this book may assist students of American culture by illuminating an important development of the first half of the twentieth century. It thus should serve political scientists whose interests lie in the field of public administration or in the study of bureaucracy as a political issue; the public administrator interested in the philosophic background of his service; and the historian who seeks an understanding of major governmental developments. This study, now with a new introduction by public policy and administration scholar Hugh Miller, is based upon the various books, articles, pamphlets, reports, and records that make up the literature of public administration, and documents the political response to the modern world that Graham Wallas named the Great Society. It will be of lasting interest to students of political science, government, and American history.

Available in PDF, EPUB and Kindle. Book excerpt: The global phenomenon of decolonization was born in the Americas in the late eighteenth and early nineteenth centuries. The First Wave of Decolonization is the first volume in any language to describe and analyze the scope and meanings of decolonization during this formative period. It demonstrates that the pioneers of decolonization were not twentieth-century Frenchmen or Algerians but nineteenth-century Peruvians and Colombians. In doing so, it vastly expands the horizons of decolonization, conventionally understood to be a post-war development emanating from Europe. The result is a provocative, new understanding of the global history of decolonization.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1973, the chapters in this volume tackle a wide range of problems arising from this process of modernization. The first section looks at the discussion of ideas and theories about administration in the nineteenth century, when some organizational ideology became firmly-rooted and went unquestioned for many years. These chapters also examine the inevitable questions of reform and major reorganization which later arose in the United States, Britain and elsewhere. The second section moves on from the theory and practice of administrative structures to some consideration of practical problems within organizations, problems of personnel and administrative method. Management questions of staff conditions and careers and job differentiation are examined, and the Fulton report on reform in such areas is discussed. The final group of chapters looks at a variety of substantive issues such as defence and civil-military relations, the advent of independence from colonial government, development policies and development administration. Two major themes emerge. One concerns the extent to which administrative organizations are instruments to be used or institutions which exercise an almost autonomous control over our lives; to what extent is public policy translated into real terms by the institutions concerned? The second theme is concerned with the impact of institution on people, both in terms of broad policy and programmes and in practical, day-to-day communication across the counter between rank-and-file bureaucrat and the ordinary citizen.

Management is a broad business discipline, and the Principles of Management course covers many management areas such as human resource management and strategic management, as well as behavioral areas such as motivation. Book excerpt: In recent decades natural, technological and other disasters have been increasing in frequency and magnitude, and the involvement of international organizations and professionals from different disciplines has been growing in parallel. By definition major emergencies call for outside aid and often international assistance. The many agencies and individual helpers from different countries, different languages and different specialties converge on the stricken site with the sole object of helping the victims, who are themselves of a different background and language. Communication among these people and a certain understanding of the varying terminology of the many professions and activities therefore become paramount if the difficulties of the disaster situation are not to be compounded with difficulties of communication. A common ground for understanding between doctors, engineers, meteorologists, nurses, nutritionists, planners, government officials, transport personnel and the many other workers involved in disaster preparedness, relief and rehabilitation is therefore indispensable. It is to this end that this multilingual, multidisciplinary Dictionary serves as an invaluable tool for the disaster manager, whatever his background and wherever he may be called upon to work. A precursor in Disaster Medicine, Dr. William Gunn has conducted numerous emergency missions for the United Nations and other agencies, and this Dictionary has been tested in the field and in training courses over many years.

Investigating exactly what managers do on the job, this study presents a wealth of new evidence to analyze why managers act in the ways they do, what influences their focus of attention, and which issues and other actors in an organization they tend to find attractive and which they tend to avoid. In short, it describes how managers in the real world make decisions.

Book excerpt: This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. The book studies how national civil service reforms have been carried out in each member state of South Asia and how the national civil service acts and different regulations are being implemented, as well as what are the critical factors associated with the implementation of national civil service acts and reform measures in the region.
