This book sets out to remedy this neglect, offering:* an account of military occupation as a form of government* an assessment of key trends in the development of military occupations over the last two centuries* an explanation the conceptual and practical difficulties encountered by occupiers* examples drawn from, amongst others, the First and Second World Wars, US occupations in Latin America and Japan, the Israeli occupation of the West Bank, and the current occupation of IraqAfter a survey of the evolving practice and meaning of military occupation the book deals with its contested definitions, challenging restrictive approaches that disguise the true extent of the incidence of military occupation. Subsequent chapters explain the diverse forms that military government within occupation regimes take on and the role of civilian governors and agencies within occupation regimes; the significance of military occupation for our understanding of political obligation; the concept of sovereignty; the nature and meaning of justice; and our evaluation of regime transformation under conditions of military occupation.

Available in PDF, EPUB and Kindle. Book excerpt: Examines the ways military tribunals seek to administer justice The Al-Qaeda terror attacks of September 11, 2001 aroused a number of extraordinary counter measures in response, including an executive order authorizing the creation of military tribunals or “commissions” for the trial of accused terrorists. The Supreme Court has weighed in on the topic with some controversial and deeply divided decisions. Extraordinary Justice seeks to fill an important gap in our understanding of what military tribunals are, how they function, and how successful they are in administering justice by placing them in comparative and historical context. Peter Judson Richards examines tribunals in four modern conflicts: the American Civil War, the British experience in the Boer War, the French tribunals of the “Great War,” and Allied practices during the Second World War. Richards also examines the larger context of specific political, legal and military concerns, addressing scholarly and policy debates that continually arise in connection with the implementation of these extraordinary measures. He concludes that while the record of the national tribunals has been mixed, enduring elements in the character of warfare, of justice, and the nature of political reality together justify their continued use in certain situations.

Available in PDF, EPUB and Kindle. Book excerpt: Can foreign invaders successfully exploit industrial economies? Since control over economic resources is a key source of power, the answer affects the likelihood of aggression and how strenuously states should counter it. The resurgence of nationalism has led many policymakers and scholars to doubt that conquest still pays. But, until now, the "cumulativity" of industrial resources has never been subjected to systematic analysis. Does Conquest Pay? demonstrates that expansion can, in fact, provide rewards to aggressor nations. Peter Liberman argues that invaders can exploit industrial societies for short periods of time and can maintain control and economic performance over the long term. This is because modern societies are uniquely vulnerable to coercion and repression. Hence, by wielding a gun in one hand and offering food with the other, determined conquerors can compel collaboration and suppress resistance. Liberman's argument is supported by several historical case studies: Germany's capture of Belgium and Luxembourg during World War I and of nearly all of Europe during World War II; France's seizure of the Ruhr in 1923-24; the Japanese Empire during 1910-45; and Soviet hegemony over Eastern Europe in 1945-89. Does Conquest Pay? suggests that the international system is more war-prone than many optimists claim. Liberman's findings also contribute to debates about the stability of empires and other authoritarian regimes, the effectiveness of national resistance strategies, and the sources of rebellious collective action.

Book excerpt: Offering a global comparative perspective on the relationship between German minorities and the majority populations amongst which they found themselves during the First World War, this collection addresses how ’public opinion’ (the press, parliament and ordinary citizens) reacted towards Germans in their midst. The volume uses the experience of Germans to explore whether the War can be regarded as a turning point in the mistreatment of minorities, one that would lead to worse manifestations of racism, nationalism and xenophobia later in the twentieth century.

This volume concentrates on non-U.S. aspects of the conflict. Organized alphabetically, its more than 600 detailed entries offer information and insight on such subjects as the causes of the conflict, major battles and campaigns, weapons systems (including military aviation, chemical warfare, the submarine, and the tank), and the terms of the peace. Some 350 biographies provide information on the roles played in the conflict by generals, admirals, and civilian leaders. There are also biographies of individuals who were shaped by the war, such as Charles De Gaulle, Adolf Hitler, Benito Mussolini, and Joseph Stalin; essays on each of the countries involved in the conflict; new appraisals of such subjects as military medicine and artillery tactics; and essays on such diverse subjects as art, literature, and music in the war. Each entry has references for additional reading, and a subject index provides easy access. The volume is an excellent reference source for scholar and neophyte alike.

Book excerpt: Offers detailed coverage of every country that played a significant role in World War I, from key participants including France, Germany, Great Britain, the Ottoman Empire, and the United States, to smaller nations such as Bulgaria, Montenegro, and New Zealand. World War I: A Country-by-Country Guide is a comprehensive reference exploring the role various nations played in this devastating conflict. Each of the 22 country sections provides detailed background information, the reasons behind the country's entry into the war, a summary of its combat effort in the war, a discussion of the home front experience, and a description of the war's impact on that nation. Illuminating sidebars offer an interesting war anecdote involving each country, while essays survey each country's military branches and key military and political leaders. Finally, a timeline for each nation covers all of the important events involving that country during World War I. In addition to the country coverage, a battles section offers entries on 18 of World War I's most important engagements and a separate section on weapons and tactical changes is included. The book also features dozens of maps and images throughout the text that serve as important visual aids that help readers to understand all aspects of the conflict.

Available in PDF, EPUB and Kindle. Book excerpt: Written by experts for use by nonexperts, this monumental work probes Germany's "Genius for War" and the unmistakable pattern of tactical and operational innovation and excellence evident throughout the nation's military history. Despite having the best military forces in the world, some of the most advanced weapons available, and unparalleled tactical proficiency, Germany still lost both World Wars. This landmark, four-volume encyclopedia explores how and why that happened, at the same time examining Germany as a military power from the start of the Thirty Years' War in 1618 to the present day. Coverage includes the Federal Republic of Germany, its predecessor states, and the kingdoms and principalities that combined to form Imperial Germany in 1871. The Seven Years' War is discussed, as are the Napoleonic Wars, the Wars of German Unification (including the Franco-Prussian War), World War I, World War II, and the Cold War. In all, more than 1,000 entries illuminate battles, organizations, leaders, armies, weapons, and other aspects of war and military life. The most comprehensive overview of German military history ever to appear in English, this work will enable students and others interested in military history to better understand the sociopolitical history of Germany, the complex role conflict has played in the nation throughout its history, and why Germany continues to be an important player on the European continent.
