Book excerpt: Seminar paper from the year 2006 in the subject Economics - International Economic Relations, grade: 1,0, course: Monetary and Fiscal Policies of the European Union, 36 entries in the bibliography, language: English, abstract: This essay provides basic information on the way the EU tries to promote small and medium-sized enterprises (SMEs). This policy field is very complex as SMEs are affected by Community legislation on a host of issues. As a result, over the years, the institutions of the EU introduced a kaleidoscope of programmes targeted at SMEs to enhance their situation on the market. To examine the most important ones of these programmes, first and foremost, the promotion of SMEs will be integrated into the industrial policy of the EU: I will shed some light on the rationale for an industrial policy and the three different approaches to it. Furthermore, I will elaborate on the evolution of the industrial policy within the EU. In the second part, I will have a closer look at SMEs in Europe, how they are defined and what their role is in the European economy. After having given this background information, I will examine how the EU promotes SMEs. First of all, I will dwell on the European Charter for Small Enterprises followed by some information on the Multiannual Programme for Enterprise and Entrepreneurship. In addition, I will give some details on programmes to promote conditions conducive for entrepreneurial activity; The Entrepreneurship Action Plan and the eEurope 2005 Action Plan respectively Go Digital. Finally, I will establish a connection between the EU industrial policy and the Lisbon Strategy.

With about 20 million such businesses, employing some 117 million people, SMEs represent an economic lynchpin to the success of the Single Market concept. This 6th report, from the Observatory, and prepared by a consortium led by KPMG Consulting, focuses on the economic and financial needs of SMEs. Specific chapters look at their products and services, the recruitment and training of staff, particulary vocational training, and their access to investment. The report is concluded with the set of policy recommendations, which are aimed at strengthening the entrepreneurial culture. These recommendations include: to provide more information on public procurement to SMEs; to promote further resarch on the impact of electronic commerce on the position of SMEs.

Available in PDF, EPUB and Kindle. Book excerpt: The single European market after 1992 presents a major challenge to small and medium-sized companies in the Community. Whether it is developing exports and/or fighting off new imports, Europe's entrepreneurs will have to `think European'. Moreover, the European Community institutions themselves have developed special policies designed to promote the interests of Europe's smaller companies. This volume explains how the EC's policies towards small and medium-sized enterprises have developed and what they currently entail. It guides the reader through the various EC policy initiatives and the new legislation - including that in the `1992' package - relevant to the smaller business company. It offers summaries of the key EC documents concerned, and presents a full listing of all the other relevant proposals and policies. Like the others in this series, the volume is both comprehensive and up-to-date: it discusses not only what the EC has done which is relevant to small businesses, but also what it is proposing to do in the future.

Book excerpt: The inside story of the European Fund for Strategic Investments from 2015 to 2020 told through interviews with the Managing Director, Deputy Managing Director, members of the Investment Committee and final beneficiaries across Europe. The architects of this €500 billion-plus programme, the head of the EU bank and the president of the European Commission, describe the genesis of this financial pillar of the Investment Plan for Europe. Then the people who ran one of the biggest economic stimulus programmes in history detail how they did it—and what the lessons are for policymakers responding to new crises, including the economic shock caused by the COVID-19 pandemic. The European Fund for Strategic Investments has been one of the good news stories to emerge in a decade of economic uncertainty. It has gone well beyond its highly ambitious target of €500 billion in mobilised investments. The Juncker Plan has made a strong contribution to the 14 million jobs created in the EU between 2015 and 2020. It has become a success in co-financing projects that otherwise might not have been carried through. It has also charted the path towards new ways of financing. This is not only the case in relatively conventional areas, such as infrastructure, but also in sectors like research and innovation or the contribution to climate change mitigation. This is exactly what makes EFSI so ground-breaking: responding to the needs of the market through continuous financial innovation. The principle of the European Fund for Strategic Investments is here to stay. It has paved the way for its successor, the InvestEU programme, which is to be deployed under the 2021-2027 multiannual financial framework. This publication details why the programme was such a success.

Available in PDF, EPUB and Kindle. Book excerpt: The growing importance of projects in organizations, combined with difficulties in their implementation, is accompanied by the need for professional knowledge in the field of project management. It results from the complexity of project management problems and the difficulty of knowledge that must be applied. However, surprisingly little is known about this topic, especially in the context of European small and medium-sized enterprises (SMEs). Project Management in Small and Medium-Sized Enterprises: A European Perspective attempts to fill this specific research gap. The book analyses the process of managing projects being implemented by small and medium-sized firms from Europe, identifies organizational processes, and verifies which elements of these processes require improvement. It concentrates on issues around the multifaceted characteristics of project management, with particular emphasis on the process of managing European small and medium enterprises. The book is the result of many years of empirical research and consists of two main parts: A systematization of concepts, terminology, and thus knowledge in the field of project management, with particular emphasis on the phases of planning, organizing, as well as leading and controlling in the project, as well as small and medium-sized enterprises, with particular emphasis on their specificity and role in the modern European economy. A systematization of concepts, terminology, and thus knowledge in the field of project management, with particular emphasis on the phases of planning, organizing, as well as leading and controlling in the project, as well as small and medium-sized enterprises, with particular emphasis on their specificity and role in the modern European economy Verification and development of such model procedures in the management of projects so that the SME enterprises’ functioning will be efficient and effective. There is a close relationship between the two parts. The theoretical part is the foundation on which practical considerations are later carried out. Integrating theoretical and practical issues, the book introduces new content to the literature and has the practical value of indicating how to manage projects in SMEs in the European Union. It also examines the decision-making processes related to project management in these organizations.

Book excerpt: With the European Commission’s announcement of the Capital Markets Union in 2016, a major step was at last taken to provide for the special needs of small and medium enterprises (SMEs). This book presents the first in-depth legal analysis of the challenges that SMEs have to face when managing their balance sheets and trying to attract investors, what alternative financing tools are most effective and how recent legislation reaches fair and convenient conditions for SMEs. The analysis focuses specifically on the Capital Markets Union structure and on other European initiatives that support and enhance SMEs’ raising money on capital markets in order to better diversify their investments and plan a growth and development strategy. An updated description of the European framework is provided, together with references to relevant national systems. Issues and topics covered include the following: need for long-lasting access to funds; securitization for SMEs; SME Z-score; crowdfunding; and peer-to-peer, minibond and accounts receivables financing. Case study analyses furnish a deep understanding of the financial structures and their main features. Appendices include English texts of the main European Union (EU) legal documents pertaining to SMEs. For SMEs discouraged by over-regulation designed for larger businesses, and who find themselves in difficulties when they have to face the required process, this book will prove to be of immeasurable practical value. This book represents one of the first publications on SMEs and finance and contains data and information resulting from a deep and well-focused research on the topic. The added value of this study will allow the academics to understand the main issues related to this topic and will provide for a steady basis for further research and analysis with regards to law and economics for SMEs. Furthermore, it will be also warmly welcomed by practitioners in the area of SME financing and will be useful to support them in the selection of the most appropriate tools for their clients. Banks and interested EU officials will also value its clear and straightforward approach to the subject.
