Book excerpt: Applied training research measured the effectiveness of training visual aircraft recognition (VAR), evaluated the transfer of training from static to dynamic imagery testing; and evaluated VAR saturation and retention levels in an Army unit training environment. It was found that, although the overall average gains in training were the same for the two training methods, lower aptitude men learned more under lock-stepped instruction, and higher aptitude men gained more under self-paced instruction. The VAR skills developed from training with static images did transfer to a dynamic test situation involving model aircraft which moved. Men from four batteries participated in a program in which 20, 40, 60, and 80 aircraft had to be learned in successive blocks. All the test personnel from two batteries achieved the final goal of 80 aircraft. None of the members of one of the other batteries achieved the program objectives. Variation in achievement of the batteries was attributed to differences in training management and practice.

INTRODUCTION AND BACKGROUNDl,2 This report reviews and interprets research on the nature and magnitude of the effects of those factors which influence how well knowledge and skills (K&S) are retained over relatively long periods of nonuse. Our interest lies in the kinds of knowledge domains and skills that military personnel must master to function effectively on their jobs. The practical concern impelling this study is that K&S degradation or loss (which we will refer to as "decay") can and does occur, often and severely enough, to jeopardize military preparedness. There are occasions in all the military services when personnel who have just completed their training do not receive an opportunity to practice or use their new capabilities for weeks or months. In the case of reservists who may be called back to active duty, the period of nonuse of relevant military job skills may be counted in terms of years. B. OBJECTIVES The overall objective is to critically analyze the relevant scientific literature which relates the processes involved in learning to those of memory, taking into account the characteristics of the learner and the learning tasks. More specifically, we have focused on the following sub-objectives: 1. Instruction during the summer has the potential to stop these losses and propel students toward higher achievement. A review of the literature on summer learning loss and summer learning programs, coupled with data from ongoing programs offered by districts and private providers across the United States, demonstrates the potential of summer programs to improve achievement as well as the challenges in creating and maintaining such programs. School districts and summer programming providers can benefit from the existing research and lessons learned by other programs in terms of developing strategies to maximize program effectiveness and quality, student participation, and strategic partnerships and funding. Recommendations for providers and policymakers address ways to mitigate barriers by capitalizing on a range of funding sources, engaging in long-term planning to ensure adequate attendance and hiring, and demonstrating positive student outcomes.

Soldiers rely heavily on the use of these systems to employ their will on the battlefield and defeat the enemy. Soldiers utilize VACR to identify a possible enemy target that could cause grave danger to friendly forces. Once identified, the Soldier must act accordingly. Soldiers must be knowledgeable in the identification of all types of aerial platforms ranging from fixed, tilt, and rotary wing aircraft and unmanned aircraft, in order to protect friendly forces and to prevent fratricide. There have been many arguments through the years that the military does not need VACR, because of the advancement of technology that identifies friendly or enemy aerial platforms. VACR is a basic skill that every Soldier should know. Soldiers cannot blindly depend on automation to do their jobs for them. VACR give Soldiers the necessary skills to perform at the highest level in defending friendly forces from enemy aerial attack.
