Available in PDF, EPUB and Kindle. Book excerpt: While New Jersey now frequently appears near the top in listings of America’s healthiest states, this has not always been the case. The fluctuations in the state’s overall levels of health have less to do with the lifestyle choices of individual residents and more to do with broader structural issues, ranging from pollution to urban design to the consolidation of the health care industry. This book uses the past fifty years of New Jersey history as a case study to illustrate just how much public policy decisions and other upstream factors can affect the health of a state’s citizens. It reveals how economic and racial disparities in health care were exacerbated by bad policies regarding everything from zoning to education to environmental regulation. The study further chronicles how New Jersey struggled to deal with public health crises like the AIDS epidemic and the crack epidemic. Yet it also explores how the state has developed some of the nation’s most innovative responses to public health challenges, and then provides policy suggestions for how we might build an even healthier New Jersey.

Book excerpt: The COVID-19 pandemic has offered the world and its governments many challenges in how they will conduct their responsibilities and best assist their citizens. The COVID-19 pandemic not only brought a global health emergency, but also helped to shed light on systemic inequalities, caused conspiracy and distrust within the masses, and exhausted global health services. The government and nonprofit sector, including healthcare, education, and social service organizations, will have to utilize the best practices, greater collaboration, and joint venturing to survive post pandemic. The Handbook of Research on Transforming Government, Nonprofits, and Healthcare in a Post-Pandemic Era serves as a resource for those in education, healthcare, government, social service, and other nonprofit organizations who wish to advance their missions in an age of uncertainty. It further discusses how democracy can continue to advance the world, its countries, and the way that we see one another. Covering topics such as BIPOC academic leaders, economic development, and health science education, this premier reference source is an essential resource for government officials, public administration, community leaders, advocacy networks, social service organizations, hospital administrators, health officials, medical professionals, students and faculty of higher education, researchers, and academicians.

Challenging students to question the political and philosophical assumptions underlying the law, Education Law, Policy, and Practice promotes a depth of understanding about the key cases and statutes. The authors integrate the law with policy and practice, following related political, financial, and practical issues. The law is presented through a teachable mix of key cases and materials on the practice and political aspects of school law, and an effective macro-organization helps place topics into an integrated framework. Each of the major issues in education law is discussed at length:the boundaries of public and private, church and state, relations; school governance and the tensions between federal power and local control; the rights and responsibilities of students and teachers; and the educational environment and its liabilities. “Practicums” in each section allow students to apply the law to realistic situations. Available in PDF, EPUB and Kindle. Book excerpt: "Adequacy lawsuits" have emerged as an alternative strategy in pursuit of improved public education in America. Plaintiffs allege insufficient resources to provide students with the quality of education promised in their state's constitution, hoping the courts will step in and order the state to increase its level of aid. Since 1980, 45 of the 50 states have faced such suits. How pervasive—and effective—is this trend? What are its ramifications, at the school district level and on a broader scope? This important new book addresses these questions. The contributors consider the legal theory behind adequacy lawsuits, examining how the education clauses in state constitutions have been reinterpreted. According to James Guthrie and Matthew Springer, this trend has more fully politicized the process of cost modeling in school finance. Frederick Hess looks at the politics of adequacy implementation. Research by Christopher Berry of Harvard finds that the most significant result of the movement has not resulted in broad-ranging changes in school funding. How the No Child Left Behind Act and adequacy lawsuits impact one another is an especially interesting question, as addressed by Andrew Rudalevige and Michael Heise. This is the most comprehensive analysis to date of the adequacy lawsuit strategy, a topic of increasing importance in a controversial area of public policy that touches virtually all Americans. It will be of interest to readers engaged in education policy discussions and those concerned about the power of the courts to make policy rather than simply to enforce it.

Available in PDF, EPUB and Kindle. Book excerpt: In 1981, when Raymond Abbott was a twelve-year-old sixth-grader in Camden, New Jersey, poor city school districts like his spent 25 percent less per student than the state’s wealthy suburbs did. That year, Abbott became the lead plaintiff in a landmark class-action lawsuit demanding that the state provide equal funding for rich and poor schools. Over the next twenty-five years, as the non-profit law firm representing the plaintiffs won ruling after ruling from the New Jersey Supreme Court, Abbott dropped out of school, fought a cocaine addiction, and spent time in prison before turning his life around. Raymond Abbott’s is just one of the many human stories that have too often been forgotten in the policy battles New Jersey has waged for two generations over equal funding for rich and poor schools. Other People’s Children, the first book to tell the story of this decades-long school funding battle, interweaves the public story—an account of legal and political wrangling over laws and money—with the private stories of the inner-city children who were named plaintiffs in the state’s two school funding lawsuits, Robinson v. Cahill and Abbott v. Burke. Although these cases have shaped New Jersey’s fiscal and political landscape since the 1970s, most recently in legislative arguments over tax reform, the debate has often been too abstract and technical for most citizens to understand. Written in an accessible style and based on dozens of interviews with lawyers, politicians, and the plaintiffs themselves, Other People’s Children crystallizes the arguments and clarifies the issues for general readers. Beyond its implications for New Jersey, this book is an important contribution to the conversations taking place in all states about the nation’s responsibility for its poor, and the role of public schools in providing equal opportunities and promising upward mobility for hard-working citizens, regardless of race or class.
