Book excerpt: Lim Siong Guan, Singapore's former Head of Civil Service (1999-2005) was the Institute of Policy Studies' 4th S R Nathan Fellow for the Study of Singapore. This book contains edited versions of the three IPS-Nathan Lectures he gave between September and November 2017, and highlights of his dialogue with the audience.Lim addresses the question, 'Can Singapore Fall?', by examining the state of Singapore today and proposing what Singapore and Singaporeans must do in order to prevent economic and social decline. Taking inspiration from Sir John Glubb's essay, The Fate of Empires and Search for Survival, Lim urges Singaporeans to counter decline by observing the 'three legs of honour': Trust, Diversity, and Excellence. These include becoming a gracious society and building up a culture of innovation, excellence and outwardness.Lim also reminds us that cultural change takes a generational effort to effect; for change to happen, Singaporeans must thus act with urgency and act now for the well-being of future generations. The IPS-Nathan Lectures series was launched in 2014 as part of the S R Nathan Fellowship for the Study of Singapore. The S R Nathan Fellow delivers a series of lectures during their term to advance public understanding and discussion of issues of critical national interest.

Book excerpt: "e;Revisionist"e; or "e;alternative"e; historians have increasingly questioned elements of the Singapore Story - the master narrative of the nation's political and socioeconomic development since its founding by the British in 1819. Much criticism focuses especially on one defining episode of the Story: the internal security dragnet mounted on 2 February 1963 against Communist United Front elements on the island, known to posterity as Operation Coldstore. The revisionists claim that Coldstore was mounted for political rather than security reasons and actually destroyed a legitimate Progressive Left opposition - personalized by the charismatic figure of Lim Chin Siong - rather than a dangerous Communist network as the conventional wisdom holds. Relying on both declassified and some previously unseen classified sources, this book challenges revisionist claims, reiterating the historic importance of Coldstore in helping pave the way for Singapore's remarkable journey from Third World status to First in a single generation.

Available in PDF, EPUB and Kindle. Book excerpt: More recently, Khovanov introduced link homology as a generalization of the Jones polynomial to homology of chain complexes and Ozsvath and Szabo developed Heegaard-Floer homology, that lifts the Alexander polynomial. These two significantly different theories are closely related and the dependencies are the object of intensive study. These ideas mark the beginning of a new era in knot theory that includes relationships with four-dimensional problems and the creation of new forms of algebraic topology relevant to knot theory. The theory of skein modules is an older development also having its roots in Jones discovery. Another significant and related development is the theory of virtual knots originated independently by Kauffman and by Goussarov Polyak and Viro in the '90s. All these topics and their relationships are the subject of the survey papers in this book.

Available in PDF, EPUB and Kindle. Book excerpt: There is a growing dialogue between India and Southeast Asia. From a marginal relationship during the Cold War days to the participation of India at the East Asia summit in December 2005 has been a long journey. In the context of the geopolitical situation in the Asia-Pacific in the post-September 11 period, the security dimension between India and Southeast Asia cannot be overemphasized. With the continued U.S. preponderance in the region and China's phenomenal rise, the countries of Southeast Asia and India have an opportunity to evolve a co-operative relationship not only with one another, but also with the major powers of the region. This book examines the areas of comprehensive security and the growing understanding between India and Southeast Asia where there is less divergence and greater convergence. The author argues that India-Southeast Asia security convergence is not and should not be aimed at any particular country. On an optimistic note he concludes that such convergence will contribute to creating harmony among the major powers of Asia to make the twenty-first century the "e;Asian century"e;.

Book excerpt: The effectiveness of federated learning in high‐performance information systems and informatics‐based solutions for addressing current information support requirements is demonstrated in this book. To address heterogeneity challenges in Internet of Things (IoT) contexts, Federated Learning for Smart Communication using IoT Application analyses the development of personalized federated learning algorithms capable of mitigating the detrimental consequences of heterogeneity in several dimensions. It includes case studies of IoT‐based human activity recognition to show the efficacy of personalized federated learning for intelligent IoT applications. Features: • Demonstrates how federated learning offers a novel approach to building personalized models from data without invading users’ privacy. • Describes how federated learning may assist in understanding and learning from user behavior in IoT applications while safeguarding user privacy. • Presents a detailed analysis of current research on federated learning, providing the reader with a broad understanding of the area. • Analyses the need for a personalized federated learning framework in cloud‐edge and wireless‐edge architecture for intelligent IoT applications. • Comprises real‐life case illustrations and examples to help consolidate understanding of topics presented in each chapter. This book is recommended for anyone interested in federated learning‐based intelligent algorithms for smart communications.

This book was released on 2006-12-09 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: The breadth, scope and volume of research in atomic, molecular and optical (AMO) physics have increased enormously in the last few years. Following the widespread use of pulsed lasers, certain newly emerging areas as well as selected mature subfields are ushering in a second renaissance. This volume focuses on current research in these crucial areas: cold atoms and Bose-Einstein condensates, quantum information and quantum computation, and new techniques for investigating collisions and structure. The topics covered include: the multireference coupled cluster method in quantum chemistry and the role of electronic correlation in nanosystems; laser cooling of atoms and theories of the Bose-Einstein condensate; and quantum computing and quantum information transfer using cold atoms and shaped ultrafast pulses. Other articles deal with recent findings in heavy ion collisions with clusters, time-of-flight spectroscopy techniques, and a specific example of a chaotic quantum system. The contributions will greatly assist in the sharing of specialized knowledge among experts and will also be useful for postgraduate students striving to obtain an overall picture of the current research status in the areas covered.
